Golf Board
Minutes: Regular Meeting of September 19, 2007
Council Liaison to the Board: Councilmember Diggs Brown
Staff Support to the Board: Jerry P. Brown, Manager of Golf at 221-6350, and Dawn
Worth, Administrative Aide at 416-2265
Call Meeting to Order: Board Secretary Grant Sherwood called the meeting to order at
7:30 p.m. at the City Park Nine Clubhouse.
Agenda Review: There were no changes to the agenda as printed.
Items of Note:
♦ Board Members Larry Buckendorf, Chairperson David Johnson, Vice Chairperson
Deron Grothe, and Shane Houska called to say they would be absent from the
meeting.
Approval of Minutes: On a motion by Jay Kammerzell, seconded by Dan Preble, the
Board unanimously (5:0) approved the Minutes of the July 18, 2007 Regular Meeting.
Citizen Participation: No Citizen Participation at this time.
Introduction Discussion Re2ardin2 Revising the Golf Division Policies and
Procedures Manual
Jerry gave the Board a generic table of contents as an example of how we are planning on
basing ours. He explained that he was out a week for a family emergency and was unable
to provide as much information to the Board that he would have liked. Jerry reminded the
Board that it says in the City Code that Boards and Commissions are to advise on policies
and procedures so he feels it's a good idea for the Board to give their input during this
entire process. He said that the last time the manual was updated was in 1980. Jerry stated
that we have made many modifications since then and it is important to have all of the
information in a single source document for employees to refer to. He said that this
meeting is to inform the Board of where we're heading. He said that it's his goal to have
a rough draft of the basic document to the Board by the October meeting and the final
version adopted by the March meeting. Grant Sherwood asked if the outline Jerry
provided was from the 1980 manual and Jerry responded that it wasn't. Jerry explained
that he has picked up golf manuals from various places and this is the one that he would
like to generally model ours after. He then reminded the Board that he is planning on
retiring in 1.5 years and this manual needs to be updated prior to then. Grant asked if this
is a consolidation of the policies and procedures that are currently in place. Jerry said yes

and that this will give us an opportunity to make any changes or additions that we feel are
necessary. He reminded the Board that Director of Parks J.R. Schnelzer briefly spoke to
them about wanting their input on the transition when Jerry retires. Jerry informed the
Board that he has recently spoken to CPRE Director Marty Heffernan and J.R regarding
this transition and he is planning on gathering information from other golf courses on the
way they are structured. The Board concurred on the direction staff is taking on the
Manual.
Other Business
♦ Jerry provided the Board with a copy of the recent Memorandum of Understanding
between the City of Fort Collins Golf Division, the Collindale Golf Course
Restaurant/Snack Bar Concessionaire, and the Collindale Women's Golf Association.
He said that Collindale Concessionaire Scott Manning has signed the memorandum
and the Women's Association has not had a chance yet, however they are in support
of it. Grant asked if this would be weekly and Jerry said that it's only for 8 days out
of the summer. Jerry feels that the City and Concessionaire are covered well under
the memorandum.
Correspondence/Financial and Statistical Reports
♦ Jerry provided the Board with a copy if the latest revenues. He said that the revenues
are up 83.71 % as of tonight which is 7.26% higher than we ended last month.
Adjournment:
On a motion by Eric McCrery, seconded by Lauren DeRosa, the Board unanimously
voted (5:0) to adjourn at 8:00 p.m.
