HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 11/17/1982LANDMARK PRESERVATION COMMISSION November 17, 1982 MEMBERS PRESENT: Dick Beardmore Lauri Zitowitz Janet Zemeckis Susan McMillen Wayne Sundberg MEMBERS ABSENT: Ron Carsten STAFF PRESENT: Pete Ruggiero Peter Barnes Felix Lee Debbie Zeigler John Dewhirst The commission reviewed the applications at 166 N. College Avenue, one application being for paint scheme on facade and the other for a canvas owning. John Delesma, the applicant, stated that they weren't aware of any special color schemes that they had to adhere to (yellow paint and yellow awning have already been installed). He felt visually that yel- low and black are the #1 color scheme that will attract attention. Be- cause of the reputation of all the previous restaurants that had been in that location he wanted to have a new entry way instead of the pre- vious one (the main entrance of the Northern Hotel). The yellow on the door frame and the canvas awning are carried out throughout the entire restaurant. Because it is a Mexican restaurant, he felt that it had to be colorful. He said if the commission felt really strongly on it, he would agree to change color on the vestibule but the yellow awning had to be there. He felt it was a matter of his business work- ing. He stated that the Norther Hotel was in receivership and a Mr. Weisman with the Armory Bank in Golden is buying it. The lease he is signing with Mr. Weisman is thirty years with options. The awning is made out of a vinyl coated canvas so it will stand up to the weather. Peter Barnes stated that the sign met zoning codes. The main reason for changing entrances was to disassociate their restaurant with the Northern Hotel. There is a possibility that when they take over the Clubs in the Northern that they will again use the Northern's main en- trance and the awning may come down and maybe at that time they could work out another color. Janet Zemeckis made motion to approve the applications. Wayne seconded. MOTION CARRIED. They also told appli- cant that in the future any work must be approved by the Board. Note: Building Inspection gave permit not realizing that location was in Old Town. Next item on the agenda was election of officers. Discussion was held. Dick Beardmore was re-elected Chairperson and Susan McMillen was re-elected Vice Chairperson. Dick asked for a committee to help with all the coores- pondence. % Page 2 LPC November 17, 1982 Clarification of terms for each member was read: Ron Carsten, July 1983, Lauri Zitowitz, July 1983, Dick Beardmore,July 1984, Janet Zemeckis, July 1984, Susan McMillen, July 1985, Wayne Sundquist, July 1985. Dick requested that Debbie write the Cultural Resources Board and ask them to appoint a representative to attend Landmark Preservation Meetings. Old Town Associates has requested another conceptual review. It was decided to have it November 29 at 3:00 in the C.I.C. Room. This will be a work ses- sion and no minutes will be required but it will have to be advertised as a public meeting. Changes in the Ordinances were discussed. It was decided by the majority that they would like to add another alternate so that a quorum wouldn't be so hard to get. Susan made motion to add another alternate. Janet seconded the motion. MOTION CARRIED. They would also like to change the Ordinance to one monthly meeting, regularly scheduled. Dick Beardmore asked questions of Pete Ruggiero regarding liability for the Board on decisions made regarding the City. Pete explained that the City does have public official liability insurance.which the commission would be covered under. Things that would be excluded from the liability in- surance would be slander or decisions for personal gain or profit, and conspiracy. Fraud, deceit or alterior motives to deprive someone also would not be covered. John Dewhirst gave the Board a submittal sheet that he had drawn up regarding submittal requirements for applications for LPC. The Board added some sug- gestions of their own and John is having final draft drawn up. This will be handed out to all applicants so that they are aware of what they need to submit with their application. Pete Ruggiero was asked what enforcement recourse they had. Pete felt that paint shades would be difficult to enforce. He said if the Board didn't like something that was submitted, not to approve it. He said it takes several months of action to take it to court. They can and will take it to court but prefer discussion. If there is no permit we can issue a stop work order.
