Alice Milton of the Cultural Resources Board extended an invitation to the
Commission to attend a birthday celebration for the original architect of Old
Town, Montezuma Fuller. Chairman Beardmore then officially called the meeting
to order to consider a request by Old Town Associates, Ltd. for final approval
of their proposed in -fill buildings, plaza, and existing historic rehabilitation project
known as the "Old Town Square Project" referenced in a letter by James Reidhead
dated October 18, 1983.
Gary Higgins of SLP Architects began the presentation on behalf of OTA with
an overview of the project using color renderings. He specifically noted the
exclusive use of subdued, non -primary color schemes. He noted that his office
and OTA have met with the State Office of Historical Preservation and will
be in close contact with them for this project.
A summary of the exterior building finishes as presented by Mr. Higgins is listed
as follows:
Whitten Block, Building "A", -extensive facelift.
New, "Bldg. B" - brown tile cornice band
Hohnstien Block, "Bldg. I" -color scheme will remain essentially unchanged.
Black's Glass, "Bldg. C" -new hollow metal storefronts with "putty" colored
cornice.
New buildings "E" and "F" - very minimal changes existing, 'Bldg. K" -new
hollow metal storefront, gun metal gray.
Existing "Bldg. L" - general repairs including replacement of window sashes,
new storefront. Ms. Scott feels light lavender color used in trim areas of "Bldg.
L" is not appropriate, too much of a "carnival" flavor. Ms. Tunner agreed.
Mr. Higgins then showed the renderings of the new plaza pavillion building which
calls for a gray metal, seamed roof and open -looking glazed exterior walls. The
round openings shown in doors will be omitted. Ms. Tunner remarked that the
building appears oriental in style. Mr. Higgins noted that the extensive use of glass

is difficult to depict well, but that the Pavillion is really a Victorian, "crystal" open
gazebo style.
Ms. Tunner inquired about how the north end of 'Bldg. J" will be integrated into
the project. Mr. Reidhead explained that it will undergo minor changes by'
enclosing the entrance area. The group then adjourned to examine the material
displays outside. Upon reconvening, Ed Freer of SLP gave a presentation on
the "Plaza" details including paving, planters, benches, plant materials, lighting,
etc.
Chairman Beardmore felt that the issue of hollow metal storefronts has been
clarified with the displays and asked the members for any negative input at this
time. Ms. Scott commented that the kiosk seems too "modern". Ms. Hoskinson
moved to approve the final design of the entire project as requested based on
the illustrations, plans, samples and photographic documentation which will be
provided at a later date in the form of slides. Seconded by Ms. Turner. Motion
arried unanimously.
