HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 12/19/1984LANDMARK PRESERVATION COMMISSION MINUTES December 19, 1984 The meeting was called to order at 5:34 p.m. in the Council Information Center of New City Hall. Members present included Dick Beardmore, Wayne Sundberg, Carol Tunner, Glenda McCall and Michael Ehler. Staff present included Edwina Echevarria and Kayla Ballard. Sherry Albertson -Clark was absent. Applications Ace Liquors - 238 E. Mountain Avenue Request - Approval for 3 existing beer signs (in window) and 2 additional beer signs Applicant - Sung-Im Jang of Ace Liquors Sung-Im Jang spoke briefly regarding the request. Dick questioned if Pete Barnes in Building Inspections had a chance to look at the request. It was brought to Dick's attention that Sherry suggested this item be approved with the condition that it be checked for sign allowance by Pete Barnes. Dick questioned if the paper signs in the window qualify under the sign allowance. Sung-Im Jang stated that those signs are just for advertising "on sale" items or changes in prices so they change frequently. Michael moved to table Ace Liquors' request to the January meeting so it may be checked by Pete Barnes for sign allowance. Clothing Liquidators - 256 Linden Request - Approval for existing window signs Applicant - Ed Dollar Ed Dollar spoke stating he was informed by the sign painter that this was just a temporary sign but he found out later that it was not temporary. He stated the sign could be changed if not acceptable as it is. Dick questioned if there was any other signage that will be proposed for a later date. Ed Dollar replied that he would like to have lighted signage at a later date. He stated that the sign painter sealed the painted sign then later found out that it was an unapproved permanent sign. He stated he was under L the assumption that you couldn't paint on windows but noticed by looking at other businesses that you could. He further added that if, in the future, he put a lighted sign up it would be at the top of the building in the front. He added he would like a sign in the back also. Michael questioned if the sign follows Historic Old Town Design Guidelines #52 and #53. Wayne stated that with the way the building has been redone, there really are no other facade elements other than windows and blank space. He stated that all the old detail is gone and is almost unrecognizeable. Wayne moved to approve the existing sign. Glenda seconded. Motion passed 5-0. Avery Building - 111 Linden Request - Approval for a new storefront (below grade) under the Linden side of the Avery Building. Applicant - Al Hockett Construction for Paul Wagner Phil Taylor spoke regarding the proposed storefront. He stated that they will try to keep it plain with the colors coordinating with the current colors of the building. He further stated that the area below the sidewalk between the existing basement floor of the old white store does not allow for clerestory windows. They have proposed to come out in front of the windows and put a signboard. This will hide the large concrete header that is in this area. The area below this will be recessed to allow for more light to go into the cafe. The opening for the door will be on the north side, as the door above it. The recession and location of the door will meet fire code. Dick questioned if Phil Taylor had a cross section of the proposed storefront with pilar. Phil Taylor stated he did not. He further added that a permit was issued for the columns, the railing, stairway down, the well and the size of the well. They then found out that the Fire Authority wanted them to put the well closer to the building so a fire truck could go through. This eliminated the possibility of doing anything to the foundation wall, dedicating easements and right-of-ways. He stated they went ahead and put the well in as approved but now they are dealing with the problem of having the stairwell too close to where the door was going to be and the door couldn't swing out. Dick asked if the door would be painted white or stained. Phil Taylor replied that it would be stained, like the door at 115 Linden. The stain would be a blonde natural oak. Dick stated that this will be presented as a conceptual. He stated that l response and resolutions need to be given at the January 9th meeting. Phil stated that a comment was made to Paul Wagner that the colors did not match with Rooster Cogburn's. Paul's comment was that he didn't care if it matched or not, Rooster Cogburn's could match with his. Dick stated that the Commission did specifically ask about the compati- bility of Rooster Cogburn's because they knew it was going to be repainted and part of the review is compatibility. Phil Taylor stated that the blank sign band is part of this application. Dick stated that it should be clarified that the stonewalls be returned and what those returns are. Dick stated he would also like a cross section of the proposed project presented to the Commission and a record of the ceiling materials. Wayne moved to approve the conceptual design of the storefront with the request for details before the final approval. Glenda seconded. Motion passed 5-0. 112 North College and 109 Linden Request - Approval for new signage on an existing awning Applicant - Office Products and Systems, Inc. Jim Weddell, representing Office Products and Systems, spoke briefly on the proposed application. He stated the awning applique would be on both College sides and on the Plaza side. The awning covers three store fronts on College and two or three on the Linden Street side. The applique proposed is block style letter that is compatible with the signage that is already on the awning. The color of the applique, rust, is the color of the awning. There will also be a fine black outline effecting a shadow. These letters are 8 inches in height. Glenda moved to approve as presented. Carol seconded. Motion passed 5-0. Approval of December 5, 1984 Meeting Minutes Corrections and additions to the minutes included: On 222 Linden, Wayne "moved" to approve, not "motioned". On last paragraph of 146 N. College, add after doorway "and signs by the doorway.". At end of first paragraph of 223 Linden, add "and Sihero's Japanese Restaurant to be lettered on both sides of canopy.". In the third paragraph of Other Business, change "exterior" to interior and "interior" to exterior. Dick stated that Nore Winter, through the National Alliance Preservation Commission and the Maryland Association of Historic Districts Commission, has applied for a National Endowment of the Arts Grant for a national design form for historic districts. In May, in cooperation with National Preservation Week, there will be a general meeting of Colorado Preservations. There will also be a Board meeting January lath in Colorado Springs.
