HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 03/02/1988LANDMARK PRESERVATION COMMISSION MEETING - MINUTES MARCH 2, 1988 The meeting began at approximately 5:30 P.M., at 200 West Mountain Ave- nue. Those members attending were: Wayne Sundberg, Michael Ehler, Andy Mutz, Carol Tunner, Sally Ketcham, Bud Frick, and Dick Beard- more. Staff was represented by Kari VanMeter and Judy Reed. AGENDA REVIEW OF CURRENT ITEMS The Stone Lion Bookstore Reviewed by Andy Mutz and Carol Tunner. ISSUES/COMMENTS: Clarification concerning any changes to the wood paneling around the windows on Mountain Avenue is needed. Also, the dimensions and height of the sign need clarification. Old Town Coin Co.: Reviewed by Sally Ketcham and Michael Ehler. ISSUES/COMMENTS: Concerns over the signage alignment not being con- sistent with Old Town, and possibly setting a precedent, need to be addressed with this application. Northern Pharmacy: Reviewed by Andy Mutz and Dick Beardmore. ISSUES/COMMENTS: One of the issues to be considered in approving the new style awnings is that light from within the store will penetrate the awnings, allowing people on the outside to see that the store is open for business. MINUTES February 3, 1988 Minutes were approved as submitted. CURRENT ITEMS The Stone Lion Bookstore Applicant is requesting conceptual review of facade improvements. Mr. Jim Reidhead, of A-E Design Associates, represented the applicant, Mr. Jacques Preux. The applicant would like to paint a sign directly on the brick of the building, on the side that faces College Avenue. The appli- cant would also like to provide a better handicapped doorway. The exist- ing doorway at the Corner Shoppe will be used. Proper hardware will be attached. Mr. Reidhead noted they will keep the windows as they are, but at the same time, try to mitigate some of the problems with the "Beetle - Kill" pine paneling. The applicant also proposes to cover the wood March 2, 1988 L�Meeting • Page 2 between the windows with duraply, then paint on vertical designs, allud- ing to columns between the windows. The wood in the kickplate area will be replaced. The colors to be used are: the lion and lettering to be in gold; dark green background; arrow in tan, and; lettering on the arrow to be in black. Ms. VanMeter noted that the guidelines warn against using more than three colors in a design scheme. Ms. Ketcham stated it should be noted, for the record, that special cir- cumstances prevail in this application in which it is requested the sign be painted directly on the brick. Conceptual approval of painting the sign on the wall is unique in this case because the brick is already painted. Future applications would be reviewed on their own merits. Old Town Coin Ms. VanMeter introduced this proposal. She stated the applicant is request- ing approval of wall mounted signage. The previous tenant, Points and Particulars, had similar signage. The general concept was compatible, but the alignment was wrong. All existing businesses have window signs or awnings. Trimble Court is the only business that differs. Staff recommen- dation is that this application not be approved, and that encouragement and suggestions be given to the applicant to seek other methods of sig- nage. Mr. Beardmore stated that, in reviewing the signage of Points and Partic. ulars, general guidelines were used. The sign was to set a pattern and theme for other tenants, but was never adopted by Mitchell & Company, as intended. Mr. Jim Miller, owner of Old Town Coin, stated he prefers the brass let- ters to be mounted individually on the wall, as opposed to using a race- way for mounting. Mr. John Shaw, Shaw Sign and Lighting, stated the previous installation was with a bulbar raceway being attached to the wall, and the letters attached to the raceway. This is not desirable in this application. They would like to mount the letters individually, using 1/8" studs that are 2" long, with silicone as an adhesive. The letters can be mounted directly into the mortar joints. Mr. Beardmore asked what would be the thickness of the letters. Mr. Shaw stated they are 1/4" cast bronze, with a satin finish and a clear coating to prevent tarnishing. Mr. Ehler made the motion to approve the application, providing the strip mounting system is used, mounted into the mortar only, and also to have spacers. March 2, 1988 L�Meeting • Page 3 Ms. Ketcham seconded the motion. Motion passed 7-0. It is noted, for the record, that Bud Frick and Michael Ehler left the meeting at this time. Northern Pharmacy Margie, from Peterson Canvas, addressed the Commission. She stated that the new awnings will replace the existing canvas awnings that are rotted. The new material is a vinyl/polyester mesh, which will block 95% of the sun, but will allow some light from within the store to be seen from the outside, thereby indicating the store is open. Colors proposed for the awning will match the existing colors on the building. All of the win- dows facing College, the windows at the front door, and the first two on Walnut Street, will be covered. Ms. Ketcham made the motion to approve the application as submitted. Mr. Beardmore seconded the motion. Motion passed 5-0. OLD BUSINESS Strategic Plan Ms. Tunner handed out the outline of the Strategic Plan, along with rec- ommendations for consideration for the Commission. Ms. VanMeter pointed out that part of the purpose of the Strategic Plan is to illuminate results of actions taken by the Preservation Commission, and to identify issues'needing attention. She stated the Plan can be broken into three tiers: Immediate Housekeeping (within 6 months); Intermediate Goals (one to two years), and; Long -Term Goals (three + years). Mr. Beardmore stated the Commission press for Historic Preservation to be part of the comprehensive plan of the City. A special meeting to work on the recommendations and changes for the Strategic Plan is proposed for the week of 3/7/88. Ms. VanMeter will call and make the appropriate arrangements. Mr. Sundberg noted that he had received a letter from the Avery House regarding the Carriage House proposal. He asked the Commission if they would like to formally support that project. Ms. Tunner made the motion to support the Avery Carriage House with a letter from the Commission delineating that support. March 2, 1988 L�Meeting • Page 4 Mr. Mutz seconded the motion. Motion Passed 5-0. Westside Neighborhood Plan Mr. Beardmore stated that this is a mix between using Historic Preservat- ion and neighborhood conservation. Mr. Sundberg stated that the author of this report states there is not enough historic properties in this area to qualify on a national level as an historic district. Ms. Ketcham made note that the trolley car barn was omitted from the listed historic buildings in this report. Mr. Sundberg stated the author of this report is not including all aspects of National Register Designation. Other categories to be considered are: People --Social (Economics); Architectural, and; Cultural (Events). Mr. Beardmore suggested they have a joint meeting with the Cultural Resources Board before this plan goes to Council. Trolly Barn Update Mr. Beardmore gave an update on the strategy to secure broad -based sup- port for the barn's designation as a historical landmark.
