HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 12/13/1994LANDMARE PRESERVATION COMMISSION Regular Nesting December 13, 1994 Council Liaison: Gina Janett Staff Liaison: Joe Frank SUMMARY OF MEETING: The minutes of the November 8,1994 meeting were approved as read. The Commission approved door, body and trim colors for the Loomis Block. The Commission approved a proposed reconstruction of the front facade of Ill N. College. CALL TO ORDER AND ROLL CALL: Commission Chairman Jennifer Carpenter called the meeting to order at 5:35 pm, 281 North College Avenue. Secretary Diane Slater called the roll. Commission members Jennifer Carpenter, Bud Frick, Jean Kullman, Carl McWilliams, James Tanner, and Ruth Weatherford were present. Per Hogestad arrived at 5:50 pm. Joe Frank and Carol Tunner represented staff. GUESTS: Theresa Lucero, new City Planner; Dawn Sinnard, architect with Vaught\Frye; Mary Dearhammer, consultant for Windsor Hotel; Judy Bedford, owner of Windsor Hotel; Lynn Lohr architect with the CSU Stabilization Center. Included in the meeting packet was the letter the LPC requested from Peter Barnes, Zoning Administrator, regarding the basis of his decision on the Trimble Court murals/signage. AGENDA REVISIT: No changes. STAFF REPORT: Mr. Frank introduced Theresa Lucero, new City Planner who will take over from Blair Leist. COMMISSION MEMBERS' REPORTS: None. APPROVAL OF MINUTES: NO. Xullman moved that the minutes of the November 8, 1994 meeting be approved as read and No. Weatherford seconded. The motion carried unanimously. CURRENT DESIGN REVIEW: 213-217 LINDEN, LOOMIS BLOCK EXTERIOR COLOR SELECTION Ms. Tunner gave the staff report and noted that the color of the front doors have been changed from Ms. Sinnard's original proposal of Hot Tango Red to Deep Maroon, SW 1287. Ms. Sinnard brought a sample of the brick to show with the maroon color sample. She is also asking approval for a change in the risers of the exterior entrance steps. Steel risers with a stone step were first proposed. She is proposing a stone step with a wood riser. The material is different but the color is the same as originally proposed. Ms. Sinnard said that the painted doors will not be against the brick, such as at the Linden Hotel entrance. Staff recommended that the LPC request that a large board be painted with the proposed color before the final approval. Ms. Weatherford said that she likes the door color change. Mr. Frick would like a larger sample of the proposed door color painted on wood so that the Commission can go see it on the site and then staff could perform an administrative review. Ms. Carpenter was concerned that the purple might clash. Ms. Sinnard agreed to leave a message for Ms. Tunner when the large plywood sample of the door color is painted. Ms. Tunner will call members of the LPC to inspect it on the site. They will then give Ms. Tunner approval or not. If there are no disapprovals, Ms. Tunner will give administrative approval. If there is disapproval, the door color will be reviewed at a meeting in January. Mr. Tanner asked if this green is different from the green used on the Linden Hotel. Ms. Sinnard said that the green used on the Linden is slightly more blue but all the colors are compatible because they come from the same palette from Devoe known as Traditional. Ms. Weatherford and Mr. Tanner approved of the idea of using slightly different colors throughout the historic district. Ms. Weatherford moved approval of the submission as stated with the provision that staff notify the LPC when the plywood, painted maroon 8W1287, is ready for observation and that the color be approved it there are no objections. Otherwise, the door color will be reviewed at the next meeting. Mr. Frick seconded the motion. The motion passed unanimously, 7-0. RECONSTRUCTION Ms. Bedford plans to move the Children's Mercantile to this new location in October 1995. The applicant has submitted new plans with changes and there were changes to the staff report. The sign band is to be wood, not metal. The new windows are to be flat with rounded corners rather than semi -circular. Ms. Lohr noted that the flat windows with the round corners flatten out at the keystone. The staff report specifies star medallion trim and the applicants would like to change to a doughnut shape medallion. The storefront is to be wood. There is a structural Landmark Preservation Commission Regular Meeting Minutes December 13, 1994 Page 3 problem but they will not need to move a structural beam because small steel tubes can be installed behind the storefront and painted out. The signband will be exterior duraply with trim work at the ends. Ms. Bedford would like the signband not to cover the entire length of the building but just go over the windows and stop at the ends of the storefront. This will give a vertical dimension to the building. Mr. Frick said that since the original photos have points rather than curves, he thinks the original medallions were star shape. Ms. Tanner said stars would be typical, such as the star shape used on tie rod ends. Mr. Frank asked if the applicants had a deadline but since the applicants need to acquire materials this year, the LPC may consider all or portions of this review final rather than conceptual review if there is sufficient information. Mr. Frick asked if the recessed door flooring is to be concrete and suggested a different material, which has been successfully done at other businesses, such as the flagstone used at the entrance to Starry Night. He asked if the clerestory/transom windows would be spandral glass and they said it would be. This glass is normally used to cover up something because the dark glass cannot be seen through. Ms. Bedford said she plans no awnings. Ms. Bedford said she would agree to the star medallion and Ms. Weatherford said she thinks it will be okay if it isn't painted a different color. Mr. Tanner pointed out that the stars in the photos seem to be 'robust' with more of a point in the middle. Mr. Tanner moved final approval of the application with the following amendments: a shorter signband so the edges line up with the storefront; robust star medallions on the hood mould; flat top second floor windows with round covers; and colors, Pebble Grey and Glossy Eggplant, as proposed. Ms. Weatherford seconded the motion, which passed unanimously 7-0. DISCUSSION ITEMS: There were none. OTHER BUSINESS: Ms. Tunner said that the meeting regarding the proposed HAER study of irrigation canals was not held because there does not seem to be such a pressing need for the study. The Commission would rather apply for a grant towards saving threatened structures at this time but will contact the NPS if the study becomes appropriate at a later date. Landmark Preservation Commission Regular Meeting Minutes December 13, 1994 Page 4 Ms. Tunner accepted the Stephen H. Hart Award for Taco Bell and will get it to them. She said it was very well received at the ceremony and Ms. Swanson also received her AASLH award at the same ceremony. The Planning Dept. is applying for a CLG grant for $6,0oo to complete the Central Business District survey. The first check for $50,000 for the Linden Hotel Grant arrived. Ms. Carpenter suggested that Ms. Tunner present an oversize copy to the Mayor for publicity at the City Council meeting next week. The second installment of $50,000 should arrive in the spring. Mr. Frick pointed out that since the LPC received $58,000 from City Council this year, the LPC should let the City Council know that the money was well spent and is bringing in money in return. Tom Keohan of the National Park Service would like the interior brick wall at the Linden Hotel to be drywalled over but the owner would prefer not to do so. Ms. Tunner felt that the wall could be successfully interpreted. The LPC could write a letter in support of interpretation. Ms. Tunner will check with the owner, and with his permission, she will approach Mr. Keohan about interpreting the various elements of the wall as a living museum of the building's renovation.
