The LPC granted a waiver of Chapter 14, Section 72b of the Fort Collins City Code for a substantial hardship pertaining to a proposed addition at 211 North Grant. The LPC accepted Jim Cox as a consultant for the Design Assistance Program. CALL TO ORDER AND ROLL CALL: Mr. Hogestad called the meeting to order at 5:35 p.m., at 281 North College Avenue. Commission members Angela Milewski, Rande Pouppirt, James Tanner, and Angie Aguilera were present. Bud Frick arrived late and Janet Ore was absent. Karen McWilliams and Carol Tunner represented staff. GUESTS: Craig Greenwell, manager of Fiesta Imports, 240 Walnut Street; Ron and Julie Lynam, 211 North Grant Avenue. AGENDA REVIEW: None. STAFF REPORTS: Ms. McWilliams reported that Judy Williams, Colorado Historical Society coordinator for the State Tax Credit program, said that applicants use the state tax credit retroactively for two years. She added that applicants should keep very good documentation of their projects and that this was a significant change in the program. Ms. Tunner introduced to the Commission the new LPC appointee, Agnes Dix. She was the former Curator Of Education at the Fort Collins Museum. She has a degree in anthropology and has studied the architecture and history of Fort Collins. Ms. McWillliams added that while at the museum, Ms. Dix also facilitated the work of the Cultural Resource Board when they administered the historic preservation programs. Ms. Tunner provided the revised LPC member list. COMMISSION MEMBERS' REPORTS: Ms. Milewski said that she would not be able to attend the next Downtown Development Authority meeting, on Thursday, July 8, 1999. Mr. Hogestad said that he might be able to attend. Staff will also ask Mr. Frick if he can attend. APPROVAL OF MINUTES: The April 28, 1999 LPC meeting minutes were accepted as submitted. I vlllllll owuK — msiau rvew Awri Il.ralq ureenwelll Mr. Hogestad pulled this issue from the consent agenda to hear a presentation from Mr. Greenwell, and for further discussion. Demolition/Alteration Review Process: 211 North Grant Avenue. Ron and Julie Lynam- Request for Waiver of All or Portions of Article 4. Chapter 14, Section 72. Ms. McWilliams provided a letter explaining the applicants' request. She reported that the house was built in 1908 and was an example of middle class, vernacular architecture of Fort Collins. The house was eligible for local landmark designation. She explained that the applicants would like to increase their living space. The demolition/alteration review process requires additional reports, permits, and research. The applicants are both schoolteachers and have the summer to complete all of the work. The LPC Design Review Sub -committee met with the applicants and gave them a lot of good ideas. Mr. Lynam passed around the plans and photographs of the home. He explained that it would be redone inside and out. They are a growing family and need more room. He explained that if they added the addition in the rear it would eliminate the existing sunroom. He received suggestions from Mr. Hogestad and Mr. Frick to set back the second floor addition from the fagade of the house. Ms. Lynam said that she was very interested in preserving the historic integrity of the neighborhood. She also reported that their neighbors were appreciative of the LPC's efforts. Staff's opinion was that their plans would not have any detrimental impacts on the neighborhood. Ms Lynam added that she was interested in creating a sense a community. Mr. Hogestad described their ideas and suggestions that included saving the original porch and gable, and using a design that would break up the mass of the overall structure. Ms. Aguilera moved to waiver Section 14-72b of the Fort Collins City Code for 211 North Grant for substantial hardship. It is the Commission's conviction that by granting the waiver, the spirit and purpose of Chapter 14 would not be eroded. Mr. Tanner seconded the motion, which passed unanimously. Ms. Tunner explained that originally a barrel front awning that was stretched firm, with no valence, was brought to the LPC staff, and it was discouraged for not meeting the Historic Old Town Design Guidelines or Secretary of the Interior Standards. The applicant is making efforts to change the awning frame to a forty-five degree slant. Sail Cloth Base J 127-f Sherwin Williams paint will be used on the fagade. The LPC requested a sample of the canvas material. The applicant explained that the canvas was being cut in Nebraska to fit the new awning frame. Mr. Hogestad asked about the hardware on the building for the awning. Mr. Greenwell explained that the awning frame would have to be re -hung. He described the installation of the awning using clips bolted into the wall. Mr. Hogestad requested documentation of how the awning fastens to the building and a sample of the awning material. The Commission accepted photographs that showed the clip and fastening design of the awning frame for submission. Mr. Frick moved to approve the awning fabric and frame installation at 240 Walnut with the provision that for the record, a sample of the fabric is sent to staff. Mr. Tanner seconded the motion, which passed unanimously. (6-0) DISCUSSION ITEMS: Design Assistance Program — Application of Jim Cox for the "Pre -Qualified Consultants" List Ms. Tunner reported that Mr. Cox attended the National Trust Design Review workshop and is interested in being included on the DAP list. Mr. Frick moved to accept the application of Jim Cox on the Pre -Qualified Consultants list for the Design Assistance Program. Mr. Pouppirt seconded the motion, which passed unanimously. (6-0) OTHER BUSINESS: Ms. Tunner said that she was attending a meeting regarding the Strauss cabin and Strang property tomorrow morning. Staff from the Colorado State Historical Society is coming to look at what could be stabilized, re -constructed or used for interpretation. They will also look into what grant fund could be used. Ms. Tunner welcomed LPC members to attend the meeting. Mr. Frick talked about some of the design possibilities for the Strang property.
