HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 07/28/1999LANDMARK PRESERVATION COMMISSION Regular Meeting Minutes July 28, 1999 Council Liaison: Scott Mason (226-4824) Staff Liaison: Joe Frank (221-6376) Commission Chairperson: Per Hogestad (303-292-1875) SUMMARY OF MEETING: The LPC recommended that 227 North Woods Street be designated a local landmark. The Commission added approval of the reproduction of a front porch railing at 515 Remington for their state tax credit, and discussed the status of old stones used in sidewalks in the older residential districts. CALL TO ORDER AND ROLL CALL: Mr. Hogestad called the meeting to order at 5:35 p.m., at 281 North College Avenue. Commission members Angie Aguilera, Agnes Dix, Rande Pouppirt, and Bud Frick were present. Karen McWilliams and Carol Tunner represented staff. GUESTS: Carl Patton, owner, and Dan Gares, contractor, 515 Remington; Dr. David Rowan, owner, 227 N. Wood. AGENDA REVIEW: None. STAFF REPORTS: Ms. Tunner mentioned an article about a ball park proposal for Fort Collins. Mr. Hogestad said that it was a similar situation to Coor's Field, where a warehouse district was converted to a ballpark. The Commission also discussed a National Trust conference in Washington D.C. in October. Mr. Pouppirt suggested that staff attend the meeting. Ms. Tunner provided a revised LPC membership list and introduced Agnes Dix, a new member to the Commission. The revised Boards and Commissions Manual for the City was passed out. COMMISSION MEMBERS' REPORTS: None. APPROVAL OF MINUTES: The May 12, 1999 and the June 9, 1999 LPC meeting minutes were accepted as submitted. LOCAL LANDMARK DESIGNATION: 227 N. Wood Street the Hardin House — Dr. David Rowan Owner Ms. McWilliams passed around the staff report and discussed staff's recommendation. The house is an important example of vernacular architecture in Fort Collins at the turn - of -the -century. Dr. Rowan explained that a non -original addition on the rear of the house was falling down. He added that the interior was virtually all intact. Mr. Hogestad asked if there was any citizen input and there was none. Ms. Aguilera moved to designate the property on 227 N. Woods Street a Local Landmark. Mr. Pouppirt seconded the motion, which passed unanimously. (5-0) Landmark Preservation Commission July 28, 1999 Regular Meeting Minutes Page 2 CURRENT DESIGN REVIEW: 515 Remington Street, Fred W. Stover House (Carl E. Patton Owner) Mr. Frick removed himself from discussion. Request for Extension to the State Tax Credit Application: Mr. Patton withdrew his request for an extension to his existing state tax credit application. He explained that the budget had gone over the amount for tax credit authorization without an additional fee, he would be closing it out early. He plans to continue working on the house in phases. Porch Railing Change In Scope of Work from Repair to Reproduction: Ms. Tunner explained that they were coming in for final review because the work on the porch had already been done. They replaced the railing and porch decking. Originally they had only received approval for repair work on the porch railing. Mr. Gares, contractor, explained how bad the railing was after they started working on it, and they found that the wood was rotted. He duplicated the railings using solid redwood. He explained that it had originally been put together in pieces, which made it vulnerable to weathering and rotting. Mr. Patton said that he was very happy with the work. Mr. Hogestad explained that he preferred that as much material be saved as possible, but it was a good solution because the original fabric had rotted. Mr. Gares added that the spindles were made of cedar because they were able to order them pre-cut in that material. Mr. Hogestad asked if there was any citizen input and there was none. Mr. Pouppirt moved to approve the new railing reproduction at 515 Remington. Ms. Dix seconded the motion, which passed unanimously. (4-0) OTHER BUSINESS: Ms. Tunner reported that she had received three phone calls from Old Town residents regarding the replacement of flagstones to concrete in the sidewalks in their neighborhoods. The Engineering Department has been replacing the stones and giving them to adjacent property owners. The Engineering Department said that if they had enough citizen input they would re -use the stones in sidewalks where people were interested in having them. Ms. Tunner asked what the Commission's recommendations would be. Mr. Pouppirt said that it was an important historical attribute'of the City. Mr. Hogestad recognized that it could cause some concerns in regard to the ADA, but he suggested that they be left in place and then leveled. The Commission also discussed consolidating sections to create more complete sections. 408 West Mountain Ms. Tunner said that the owner of 408 West Mountain Avenue was interested in installing a balustrade around the roof. She encouraged the owner to research for photo -documentation of such a feature on that type of house. The LPC did not think that such a feature might have existed on that house.
