LANDMARK PRESERVATION COMMISSION
Regular Meeting
November 22, 1999 Minutes

SUMMARY OF MEETING: This meeting was held on Monday, rather than
Wednesday. The LPC designated the Winslow/Guard House, at 730 West Olive
Street, as a Local Landmark. The LPC approved the porch restoration at the E.
Scheidt House, at 226 Peterson, for Part 2 State Tax Credit.
CALL TO ORDER AND ROLL CALL: Mr. Hogestad called the meeting to order at
5:35 p.m., at 281 North College Avenue. Commission members Bud Frick, Rande
Pouppirt, Angela Milewski, and Janet Ore were present. Angie Aguilera and
Agnes Dix were absent. Karen McWilliams and Carol Tunner represented staff.
GUESTS: Jim Guard and Johanna Whiteman for the designation of the
Winslow/Guard House, at 730 West Olive Street; Toby Wright, homeowner, 226
Peterson, the E. Scheidt House;
AGENDA REVIEW: None.
STAFF REPORTS: Ms. Tunner read a letter from Ruth Weatherford, former LPC Co -
chairperson, which stated that she had left her job and was traveling throughout the
United States. Ms. Tunner also handed out Christmas Party invitations to the LPC
members and a training article from the Denver Post, entitled "Owners Battle Architects
for Houses' Integrity". She also passed around old postcards of the Northern Hotel,
which she had acquired. The Commission was able to more closely examine some
original architectural details on the building, including the sign.
COMMISSION MEMBERS' REPORTS: Ms. Milewski described a State conference for
the Colorado Chapter of the ASLA (American Society of Landscape Architects) that she
attended and handed out a statewide ASLA publication entitled "Colorado's Cultural
Landscapes", which was partly funded by a State Historical Society grant. She also
discussed a river walk project in Pueblo and noted that they are repainting a lot of the
old signs on building facades, so they look new. Mr. Pouppirt described the water pipe
stave structure, which had been moved from LaPorte Avenue to the Old Waterworks
site by LPC members and other volunteers.
APPROVAL OF MINUTES: The September 8, 1999 LPC minutes were accepted as
submitted.

DESIGNATION:
Jim Guard and Johanna Whiteman represented their mother, Ada May Guard. Ms.
McWilliams showed slides of the property and reported on the information in the staff
report. The house was built circa 1909 and is a beautiful example of Foursquare
design. Only two changes have occurred to the house. The south -facing door on the
screened -in porch was changed to face north to the rear of the property. An attached
brick garage was added to the property in 1956, which in its design does not detract
from the original house.
Mr. Frick moved to approve the Local Landmark designation of 730 West Olive
Street, the Winslow/Guard House. Ms. Ore seconded the motion, which passed
unanimously. (5-0)
CURRENT DESIGN REVIEW:
226 Peterson Street the E. Scheidt House — Porch Restoration, Part 2 for State
Tax Credit (Toby Wright)
Ms. Tunner introduced Toby Wright, homeowner, who submitted Part I two years ago
for the State Tax Credit. He submitted before and after pictures of the porch
reconstruction. Ellen Scheidt, the original owner, had enclosed the front porch. Mr.
Wright said he found a 1949 photo of the original porch. He replaced some missing
original columns with wood stave columns. The porch floor is hardwood Maple from the
old Fort Collins racquetball court. The skirting is made from the old bead -board ceiling.
The ceiling was replaced with new knotty bead -board. He was able to leave out the
porch handrail because he installed 3, 8-inch steps and built the grade up to code using
recycled flagstones, which the City had removed from the surrounding sidewalks.
Ms. Ore moved to approve the porch restoration at 226 Peterson, the E. Scheidt
House, for Part 2 State Tax Credit. Ms. Milewski seconded the motion, which
passed unanimously. (5-0)
430 West Mountain Avenue the Kickland House — Rear Window Replacement to
applicants did not show up this evening, so the item was postponed.
