BOARD OF COMMISSIONERS
OF THE FORT COLLINS
HOUSING AUTHORITY
A meeting of the Board of Commissioners of the Fort Collins Housing Authority was held on
Tuesday, March 21, 2000, at 11:00 p.m. in the Council Chambers of the City of Fort Collins City
Hall. Roll Call was answered by the following Commissioners: Bertschy, Byrne, Kastein, Martinez,
Mason, Wanner and Weitkunat.
Staff Members Present: Love, Krajicek, Roy.
Agenda Review
Executive Director Love reviewed the agenda.
Minutes Approved
Commissioner Wanner made a motion, seconded by Commissioner Kastein, to adopt the minutes
for the adjourned meeting of October 5, 1999 and the regular meetings of January 18, 2000 and
February 15, 2000. The vote on the motion was as follows: Yeas: Commissioners Bertschy, Byrne,
Kastein, Martinez, Mason, Wanner and Weitkunat. Nays: None.

Resolution No. 28
Approving for Submission to the U.S. Department of Housing
and Urban Development the Public Housing Assessment Certification
for the Fort Collins Housing Authority. Adopted..
The following is staff's memorandum on this item.
"Executive Summary
The Public Housing Assessment System (PHAS) was established to objectively measure public
housing agency performance in key public housing program areas. PHAS is intended to enable
HUD to ensure program integrity and accountability by identifying management capabilities and
deficiencies.
Housing Authorities (HAs) must submit the HUD -required PHAS certification form within 90
calendar days after the end of its fiscal years. The certification must be approved by Housing
Authority Board resolution and be signed by the board of commissioners' chairperson and by the
executive director.

Upon receipt of the PHAS certification, HUD will rate the HAs' performance under each PHAS
indicator and prepare a profile which shows the rating for each indicator. HAs with PHAS scores
of at least 90 percent shall berated high performers. HAs with PHAS scores of 60 to 89 percent
shall berated standard. HAs with scores of less than 60 percent shall berated troubled.
Attached is the certification form detailing the PHAS indicators. Many ofthe indicators are verified
through our electronic submission ofdata to HUD or through the annual audit. "
Commissioner Byrne asked for a brief staff review of the agenda item.
Executive Director Love gave a brief presentation regarding the agenda item.
Commissioner Wanner made a motion, seconded by Commissioner Bertschy, to adopt Resolution
No. 28. The vote on the motion was as follows: Yeas: Councilmembers Bertschy, Byrne, Kastein,
Martinez, Mason, Wanner and Weitkunat. Nays: None.

Resolution No. 29
Changing the Persons Authorized to Sign
Checks on Behalf of the Authority Adopted
The following is staff s memorandum on this item.
"Executive Summary
The Board previously authorized the Acting Executive Director of the Housing Authority and the
Assistant to the Acting Executive Director to sign certain checks on behalf of the Authority. This
resolution substitutes the Office ofthe Director of Housing Programs for the Assistant to the Acting
Executive Director, since the latter position no longer exists.
BACKGROUND:
Certain checks drawn on the accounts of the Housing Authority need to be co -signed according to
the Bylaws ofthe Authority and standard accounting procedures. The Bylaws ofthe Authority state
that "all orders and checks for the payment of money shall be signed by the Chairman and
countersigned by the Secretary except as otherwise authorized by resolution of the Authority. "
Pursuant to the authority granted in the Bylaws, the Board had previously authorized the Chair of
the Board and the Vice Chair of the Board to sign orders and checks for the payment of money on
behalf of the Housing Authority in the amount of $7, 500 or more and had authorized those checks
or orders to be countersigned by the Acting Executive Director or, in the absence or unavailability

of the Acting Executive Director, by the Assistant Acting Executive Director. The persons holding
those two staffpositions had also been authorized to sign and/or co-sign other kinds of checks on
behalf of the Housing Authority.
At this point in time, the positions ofActing Executive Director and Assistant to the Acting Executive
Director no longer exist. In the resolution appointing Executive Director Julie Love, references to
the signature authority of the Acting Executive Director were changed to the Executive Director.
By the passage of this additional resolution, all references to the Assistant to the Acting Executive
Director will be changed so as to reference the Director of Housing Programs. "
Commissioner Weitkunat made a motion, seconded by Commissioner Bertschy, to adopt Resolution
No. 29. The vote on the motion was as follows: Yeas: Commissioners Bertschy, Byrne, Kastein,
Martinez, Mason, Wanner and Weitkunat. Nays: None.
THE MOTION CARRIED
Other Business
Commissioner Bertschy requested a brief update on the transition to a citizen board. Executive
Director Love stated that a June time frame has been established during preliminary discussions.
The meeting adjourned at 11:06 p.m.
