Chuck Wanner Chip Steiner Patrick Brady Monica Clark September 28, 2000 ** ** ** ** ** Commissioners Absent Staff Present Kimberly Stenberg Julie Love Paul de la Garza Alan Fluharty Jeff Valloric Carol Swartz Others Present James Martell Lou Stitzel Steve Sullivan Dave Pietenpol Dick Dunn Larry Commissioner Liley called the regular meeting of the Fort Collins Housing Authority to order at 7:40 a.m. as Vice -chair Brady had yet to arrive. II. CITIZEN INPUT There was no citizen input. III. APPROVAL OF MINUTES A motion was made to approve the minutes of the regular meeting held August 24, 2000. Motion: Second: Action: IV. OLD BUSINESS Commissioner Clark Commissioner Steiner Passed Unanimously Ms. Love reported that she had not yet received a response from Housing Authority legal counsel on the issue of how to share tenant/participant information freely with Police Services. V. FINANCIAL REPORT Mr. Fluharty reviewed the preliminary budget, answering questions brought up at last month's meeting. VI. HOUSING PROGRAMS -REPORT There was no discussion about the Monthly Activity Report. VII NEW BUSINESS Ms. Love reviewed a request for Board action to approve a line of credit in the amount of $400,000 from First National Bank. She provided correspondence from the U.S. Department of Housing and Urban Development that the housing assistance payment direct deposit for October would not be in the bank account until October 4, 2000. She stressed the importance of maintaining a good business relationship with local landlords. As a board member of First National Bank, Commissioner Liley abstained from discussion and voting on this issue. A motion was made to approve this Resolution No. 33. Motion: Commissioner Brady Second: Commissioner Clark Action: Passed Unanimously Representatives from The Resource Assistance Center (TRAC) joined the meeting. TRAC gave a presentation outlining the possibility of establishing a partnership between TRAC and the Fort Collins Housing Authority for the express propose of developing affordable housing (rentals and homeownership). This partnership would start with the development of Lakeview Community at Rigden Farm (tentative groundbreaking August 2001). There is some concern about this partnership structure, the target income population, the concept of using a land -lease model and the financing mechanisms. After some discussion, Commissioner Brady proposed Ms. Love continue to work on this possibility and that she should stress to TRAC that there is no commitment at this time. The rest of the Commissioners concurred. VI. ADJOURNMENT A motion to adjourn the regular meeting was duly made and seconded, and unanimously passed.
