HomeMy WebLinkAboutCitizen Review Board - Minutes - 08/15/2007Citizen Review Board Meeting L)ORIGINAL CIC Room, City Hall August 16, 2007 Members Present: Dennis Baker, Anne Berry, Harry Edwards, Dave Evans, Jim Dubler, Glenn Strunk Absent: Chris Kahler (He notified that he was going to be absent, but not in writing) Staff: Lt. Jim Broderick, Sgt Russ Reed, and Assistant City Attorney Greg Tempel. Public: Cliff, Kathy, and Jim Bettinghouse The meeting was called to order at 6:00 by Chair Harry Edwards. Minutes: Dave Evans motioned to accept the minutes of July 13, 2007. Dennis Baker seconded. All voted in favor (6-0) of accepting the minutes. Voice Mail Reports: CRB Voice Mail Message Report. Harry reported there was one message which was from Cliff Bettinghouse. Cliff is present at the meeting and addressed his concerns directly. • Bias Policing Voice Mail Report. Jim Broderick reported that there were no messages. Public Input: Cliff and Kathy Bettinghouse addressed the CRB about his son, Matt's death due to crashing his motorcycle after being chased by CSU police down Elizabeth St. The Bettinghouses don't know where to start, so they are starting with the CRB. They realize that the Fort Collins Police were not involved until after the accident. They believe that the CSU police are being misleading. They have concerns about use of the terms "follow" versus "chase", truthfulness of statements made to the press, and why the CSU police are chasing people down city streets at 50 MPH. They also acknowledge that Matt didn't stop and made some poor choices. Their main concern is why CSU Police chased Matt. In the discussion that followed, it was noted that the CRB does not have jurisdiction in CSU Police affairs. The only way the CRB could be involved is if the CSU Police asked the CRB to review the case. Different jurisdictions have different chase policies, and several law enforcement agencies have jurisdiction within city limits. New Business: Meeting Room Change for Sept and Oct: There is a room conflict for the CIC room for our next two meetings. We will hold the next meetings either across the lobby in the Council Conference Room or in the Community Room at the new FCPS building. Jim Broderick will let the members know by email. New FCPS Building: The Grand Opening is August 27`" Pending Cases: LV112007-003 is to be heard tonight. IC2007-001 (formerly 2007-05) is not ready yet. command review. L112007-005 Drawing names: Glenn Strunk — Chair Dave Evans — Vice Chair Anne Berry — Member Dennis Baker — Alternate Chris Kahler Harry Edwards Jim Dubler It is waiting for the DA and Chain of This case is due to the CRB August 26. No extension is needed yet. Old Business Feedback from the Training: Dennis Baker liked seeing training of new employees. Jim Broderick has a concern of pressure added to the trainees. There is value of both real training and of training tailored to us. Several liked watching it live. Several liked the new scenarios that we had not seen before. Jim Broderick may plan the next one later in the training cycle, or with veteran officers. He still needs to ask the trainers their opinion of having the CRB there. Harry expressed appreciation for the openness of FCPS to allow us there. Next Meeting: September 12, 2007 at 6:00. Place TBD announced via email and on the public meeting announcement. Adjournment: Glenn Strunk moved to adjourn the meeting. Dave Evans seconded the motion. All were in favor (6-0).
