HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 02/28/2001E 9 LANDMARK PRESERVATION COMMISSION Regular Meeting February 28,2001 Minutes Council Liaison: Scott Mason (226-4824) Staff Liaison: Joe Frank (221-6376) Commission Chairperson: Per Hogestad (416-7285) SUMMARY OF MEETING: The LPC moved to award five loans under the 2001 Landmark Rehabilitation Grant Program, and discussed projects to be considered for the "Friend of Preservation" Award. The LPC also decided not to continue the "Outstanding Renovation Award" because it conflicts with the "Friend of Preservation" awards. CALL TO ORDER AND ROLL CALL: Bud Frick called the meeting to order at 5:46 p.m. at 281 North College Avenue. Commission members Bud Frick, Janet Ore, Myme Watrous, and Agnes Dix were present. Per Hogestad, Angie Aguilera, and Angela Milewski were absent. GUESTS: Alyson McGee, CSU MTCM Department, Lori Thompson, 623 Mathews Street, David Alciatore, 626 S. Meldrum Street, Rayno Seasor, Gil -Nelson House, 5529 Timberline Rd. AGENDA REVIEW: No changes were made to the agenda. STAFF REPORTS: none COMMISSION MEMBERS' REPORTS: none APPROVAL OF MINUTES: Ms. Ore moved to approve the October 11 and November 8 minutes as presented. Ms. Dix seconded the motion and the minutes were approved unanimously, 4-0. LANDMARK REHABILITATION GRANT PROGRAM ALLOCATIONS: Mr. Wilder presented a table of the criteria rankings that had been determined by the Commission at the February 14 meeting. He informed the Commission that the top four ranked applications could be fully funded with the $20,000 available this year for the program, though the option remained open to give partial funding, and fund more than four applications. Applicant testimony and further discussion would be heard before making the final decision. Mr. Frick asked for more detail about allocating partial funding. Mr. Wilder explained that all the applicants had indicated that they would accept partial funding, and the Commission simply had to decide how much to fund each application. The City has always owned these and they have allowed them to deteriorate. She indicated that it might be better to fund private owners, rather than the City. Mr. Wilder replied that ownership is not distinguished as part of criteria. However, the final decision is still up to the Commission. Ms. Ore added that care must be taken because ultimately the Commission is responsible to the resources (e.g., the fountain itself) not to the owners. Ms. Tunner asked who is paying the matching monies. Mr. Wilder replied that in CSU's grant application they are using the SOS Treatment Award and CSU for matching monies. Mr. Frick asked if the repair work would still be done if matching funds are not, in the end, available. He indicated his concern that if the Commission did not approve their request for the full amount applied for, they may not get the matching money and would not do the repairs at all. Mr. Wilder replied that it is possible that projects would not be completed. By funding the top 5 applications, it would be possible to cover 82% of the requested amounts. Ms. Tunner reminded the Commission that in past years, when the applicants were funded at 50% of the requested amounts, many of the applicants were not satisfied with the allocated loans. The Commission answered yes. Ms. Lori Thompson replied that 82% is wonderful. Ms. Ore moved to approve the Landmark Rehabilitation Loan allocations for the top 5 ranked applicants, funded at approximately 82% of the requested amounts, for a total of $20,000. Ms. Dix seconded the motion. Motion was approved unanimously, 4-0. Landmark Preservation Commission February 14, 2001 Meeting Minutes Page 3 OTHER BUSINESS: Outstanding Historic Renovation and Friend of Preservation Awards for 2000 — Selection Process (Carol Tunner, Historic Preservation Planner) Ms. Tunner recommended that the Commission discontinue the "Outstanding Renovation Award." Rather, the Commission should just award the "Friend of Preservation" Awards. She gave four reasons for her recommendation: 1. The "Outstanding Renovation Award" has not been given out for 2 years. 2. The "Outstanding Renovation Award" conflicts with the "Friend of Preservation" Award. 3. The "Outstanding Renovation Award" is often confused with the "Friend of Preservation" Award. 4. Staff time is not currently sufficient to manage this award. Ms. Tunner added that no vote is needed regarding not giving out an "Outstanding Renovation Award," the Commission can simply refrain from making nominations. The Friends of Preservation Award is given for projects or individuals that promote the reuse of outstanding historical or architectural structures, foster civic pride in the beauty and accomplishments of the past, or preserve and protect those structures and districts which reflect outstanding elements of the city's cultural, artistic, social, historic or other heritage. The award can also be given out to individuals who worked diligently in the past 12 months to ensure a widely visible and lasting link to our community's heritage. In general, two to six awards are given out each year, the preference being for approximately four. It was suggested that some properties be suggested during this meeting, the Commission members would examine them during the next two weeks, add further suggestions if necessary, and during the March 14t" meeting, decide which awards should be given out. Suggestions for the Friends of Preservation Award: (1) The Paul Jenson reuse of the Armory at 314 East Mountain — owner, Paul Jenson, (2) 251 Linden Street — owner, Douglas Genetten, (3) Nelson Milkhouse owned by the Parks and Recreation Department, (4) Art Moderne House on 237 West Street. The Commission agreed to discuss these properties further during the next meeting. Mr. Frick asked for a list of projects that have resulted in the owners receiving the "Friend of Preservation" Award in the past. Ms. Dix suggested Doris Greenacre. Ms. Tunner thought she had already received one, but would check on it and prepare a complete list of past awardees.
