Staff Liaison: Aimee Jensen A regular meeting of the Liquor Licensing Authority was held on January 5, 2004 in Municipal Court, Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding. Staff in attendance: Teresa Ablao, Assistant City Attorney Aimee Jensen, Deputy City Clerk Robert Younger, Liquor Enforcement Officer Agenda Review Deputy City Clerk Jensen stated the Bas Bleu Theatre Special Events Permit application will be considered immediately after the Consent Agenda. She stated the Transfer of Ownership application for the County Cork, 313 West Drake will be considered January 26, 2004. Consent Agenda The Consent Agenda is intended to expedite the meeting and allow the Authority to spend its time and energy on the important items on a lengthy agenda. Items on the Consent Agenda re (1) routine items; and (2) those of no perceived controversy. Anyone may request that an item be "pulled" off the Consent Agenda and considered separately. Items pulled from the Consent Agenda will be considered separately immediately following adoption of the Consent Agenda. 1) Change in Corporate Structure for Juneau of Fort Collins. Inc.. dba The Crown Pub, 134 South College Avenue. Judge Lane adopted the Consent Agenda. Consideration of an Application from the Bas Bleu Theatre for a Special events Permit at 216 Pine Street, Approved with Contingencies Scott Dodson, representative for Bas Baleu Theatre, stated he will provide Deputy City Clerk Jensen with written approval from the Poudre Fire Authority for this particular event. Judge Lane approved the application from Bas Bleu Theatre for a special events permit at 216 Pine Street. January 5, 2004 Registration of James Rolian Zhiou as Manager of Chili House Oriental Cuisine, 4200 South College Avenue, Suite 110, Approved James Rolian Zhiou, manager applicant, stated training is scheduled with Liquor Enforcement Officer Younger for January 14, 2004. He stated he will provide Deputy City Clerk Jensen with proof of training by January 16, 2004. Mr. Zhiou briefly described his background. He stated he has been involved with the sale and service of alcohol and has never had a liquor code violation. Mr. Zhiou stated he is on premise 6 days a week. He stated he will card any patron that appears to be under the age of 30. Judge Lane approved the registration of James Rolian Zhiou as manager of Chili House Oriental Cuisine, 4200 South College Avenue, Suite 110. Registration of Nate Maine as Manager of Johnny Carino's Italian Kitchen, 4235 South College Avenue, Approved Nate Maine, manager applicant, stated he has worked in the liquor industry for 8 years. He briefly described his background. Mr. Maine stated Carino's Italian Kitchen, Inc., has an extensive training program taught by their training staff. He stated he has a current copy of the liquor code on premise. Mr. Maine stated they card patrons that appear to be 40 years of age or younger. Judge Lane approved the registration of Nate Maine as manager of Johnny Carino's Italian Kitchen, 4235 South College Avenue. Request from Farshad Nojoumi, dba The Avenue, 151 South College Avenue, to Change, Alter, or Modify the Licensed Premises, Approved with Contingencies Farshad Nojoumi, applicant, briefly described the proposed changes. In response to questions from the Judge, Mr. Nojoumi stated they will be adding a second bar to the second level. He stated the emergency exit door will have a crash bar installed on it. Mr. Nojoumi stated there will be employees in the new area when it is open at all times. He stated he anticipates an increase in occupancy of 100 people. Mr. Nojoumi stated they are planning on opening in August. Judge Lane approved the request from Farshad Nojoumi, dba The Avenue, 151 South College Avenue, to change, alter or modify the licensed presmies, continget upon approval from Poudre Fire Authority and Building Inspection. 0 January 5, 2004 Transfer of Ownership of Horsetooth Lanes, 217 West Horsetooth Road, from Best Bowl, Inc., to Bowl Fort Collins, LLC, and Trade Name Change to Chipper's Lanes, Approved AND Transfer of Ownership of Monte Carlo Lounge, 830 North College Avenue, from Rita Dayton, to Bowl Fort Collins LLC and Trade Name Change to Chipper's Lanes, Approved Matt Hoeven, representative for Bowl Fort Collins, LLC, stated Crawford Morgan will register as the manager for the location at 217 West Horsetooth Road and that he will be the registered manager at 830 North College Avenue. He stated he will make employment for bartenders and servers contingent upon receiving training from Liquor Enforcement Officer Younger. Mr. Hoeven briefly described the in-house training he requires his employees to attend. He stated he has instituted many incentives to his servers to encourage carding patrons. Mr. Hoeven stated they recently passed a compliance check. He stated he has a current copy of the liquor code on both premises. Judge Lane approved the transfer of ownership of Horsetooth Lanes, 217 West Horsetooth Road, from Best Bowl, Inc., to Bowl Fort Collins, LLC and trade name change to Chipper's Lanes and the transfer of ownership of Monte Carlo Lounge, 830 North College Avenue, from Rita Dayton, to Bowl Fort Collins, LLC, and trade name change to Chipper's Lanes.
