HomeMy WebLinkAboutDowntown Development Authority - Minutes - 01/19/1984DOWNTOWN DEVELOPMENT AUTHORITY Regular Directors Meeting January 19th,_1984 A regular meeting of the Board of Directors of the Downtown Development Authority was held in the Council Information Center of the new Municipal Building at 7:30 a.m. January 19, 1984. There were present:. Barbara Schofield, Chairman presiding Art March Chuck .Wanner John Clarke, after roll call Jim Reidhead, after roll. call Barbara Rutstein, alternate for Mr. Clarke staff: G. William Kingsbury, Executive Director Kathy Field Robert Steiner Annemarie Kulz also: Curt Smith Dick Beardmore John Dewhirst John Schofield absent: Ray Dixon Dan Larsen Earl Wilkinson The meeting ,.,,as called to order. Dave McGarry made a motion to (MINUTES accept the minutes of January 5th, 1984. Motion was seconded by Art March. The motion carried. Dick Beardmore, of A-E Design, .gave a presentation on the Project PROJECT Management System designed by A-E Design. Board members discussed MANAGEMENT aspects of the system concerning public hearings, the dollar SYSTEM threshold requiring public bid for hiring a firm to do work for the DDA, the need to note on the chart that change orders must be within budget, and the difference between public "notice of settlement" and private "lien waiver". Art March moved that the. Project Management System be approved with changes as requested. Chuck Wanner seconded the motion. The motion carried with no dis- senting votes. Art March reported on the findings of the Utilities Committee. Mr. March stated that the committee met with Bill Carnahan and Bob Kost, who noted that the City will charge for the undergrounding of utilities. Mr. March suggested that the DDA may possibly be able to pick up the cost of upgrading and/or undergrounding utilities to eliminate disproportinate sharing of expenses by pro- perties. Mr. Reidhead requested that an inflation figure be in- cluded in the cost to the property owner. Mr. Kingsbury noted the need for an average fee for downtown, or a base fee plus inflation ratio as square foot prices for upgrading utilities now range from .13 to .89 per square foot. Mr. Kingsbury gave a brief report on the relocation of the rail- road tracks. Bill Kingsbury stated that, along with Earl Wilkinson and Bob Everitt, he met with the Transportation Ser- vices. The Vine Street yards are nearing completion and legal documents have been sent to Burlington Northern for review which might take from four to ter. weeks. Once Burlington Northern approves the document, the DDA will need funding for drainage un- der the new tracks. Chuck Wanner reported for the Sidewalk Committee. Mr. Wanner gave a brief presentation on the guidelines drafted for the Scope of Work. He stated that it would require $18,000 to $20,000 to draw up final design guidlines within a time frame of four to six months. Funding sources for the Sidewalk Committee could come from unexpended project funds and/or unappropriated funds. Dis- cussion covered the financing available for developing design guidelines and on developing a Request for Proposal. Art March moved that the Request for Propoasal be in the form of the draft of the Scope of Work in terms of current thinking and recognizing the different districts. Chuck Wanner seconded the motion. Barbara Schofield withdrew from discussion. Jim Reidhead chaired the balance of the meeting. John Schofield updated the proposal on the Collins House project. Mr. Schofield desired approval in concept from the Boord and also stated that Schofield Larsen and Company (SLC) could finance the construction and will look for final funding in May or June. Art March suggested that a letter of agreement be drafted stating that SLC is working within the concept envisioned by the DDA, that the firm has made application to the Authority, and the project could be funded if the concept develops..
