This meeting was abbreviated so that AQAB members could attend the Climate Task Force Open House. Minutes The minutes of the May 22, 2007, meeting were unanimously approved. Public Comment • No public present. Agenda Item 1: FCMOVES! — Fort Collins Mobility Objectives and Values Evaluation Statistics Interim Transportation Director Mark Jackson presented information about FCMOVES! a new program of transportation metrics. Its intent is to find ways to provide information in lay terms that are more understandable to the public and decision -makers, while avoiding such technical jargon as "level of service" and "vehicle miles traveled [VMT]." The project includes • a statistically valid survey of travel behavior every two years, • benchmarking system performance against similar communities in the region, state, and nation, and • • a longitudinal perspective, to show relative change over time Development of the FCMOVES! metrics was budgeted for 2006/07. A consultant is working on a draft report, for completion this fall. Funding for implementation of FCMOVES, however, depends on the outcome of the BFO process for the 2008/08 budget, and is not assured. Air Quality Advisory Board 5/22/2007 Page 2 of 2 Board members had the following comments: - One way to "sell" FCMOVES is to make it a tool that can keep the City Council accountable to the public for transportation system performance. - Include metrics concerning the cost of providing transportation, explicitly including the value of land used for streets, bikeways, etc. - Include estimates of the pollution emissions from the vehicles on the transportation system and the total VMT on the system. - Consider using a citizen reporting network, to provide data on roadway and traffic conditions. Announcements: Mike Doyle reports a positive finding of West Nile Virus and that the WNV-carrying mosquito population is up six -fold this year.
