HomeMy WebLinkAboutCitizen Review Board - Minutes - 06/13/2007Citizen Review Board Meeting ORIGINAL CIC Room, City Hall June 13, 2007 Present: Anne Berry, Jim Dubler, Harry Edwards, Dave Evans, Chris Kahler, and Glenn Strunk Excused Absence: Dennis Baker Staff: Sgt. Russ Reed, Assistant City Attorney Greg Tempel, and Angelina Sanchez - Sprague, Recorder. The meeting was called to order at 6:02 by Chair Harry Edwards. Minutes: Glenn Strunk made a motion to approve the May 9, 2007 CRB minutes. Anne Berry seconded the motion. There was no discussion and the motion passed 6:0. Voice Mail Reports: • CRB Voice Mail Message Report. Harry reported that as of 2 p.m. on June 13, 2007 there were no messages. • Bias Policing Voice Mail Report. Russ Reed reported there were no messages in the Bias Policing voice mail box as of Monday, June 11, 2007 Public Input: None. New Business: None. Pending Cases: Case 07-05. In consultation with Greg Tempel, Sgt. Russell learned there are no "tolling" (tracking time deadlines) requirements for this Chief -referred Police case. Per section 2-140(d) of the City Code, review referrals from the Chief or the City Manager do not contain any time deadlines for Police Services. The time deadlines for review by the CRB Subcommittee are still applicable. Police Services had been waiting for a resolution to the criminal charges before submitting the case to the CRB for review. However, Police Services has now made the decision to provide the case to the CRB for review without waiting for an outcome to the pending criminal charges. Greg Tempel indicated that it could take months for a criminal case to be resolved. Sgt Reed reported the report is very close to being ready and at the Subcommittee's request he could make arrangement for either home delivery the first part of July or distribution at the July 13'" training session. The subcommittee for Case 07-03 (aka LV112007-003 in the new computer system's numbering scheme) was selected as follows: Harry Edwards, Chair Chris Kahler Anne Berry Dave Evans (Alternate) Dennis Baker Jim Dubler Glenn Strunk Old Business. July meeting. Glenn Strunk asked if the decision had been made whether to have a regular business meeting in July. Harry mentioned there was not enough information at this point to make that determination. If a regular meeting is needed, however, he will ask members to come in earlier than the July 13`h training date start time. Jim Dubler made a motion to cancel the July 111h regular meeting. Glenn Strunk seconded the motion. The motion was approved 6:0. CRB Process Templates. Harry asked for suggestions for revisions to the CRB process templates electronic documents distributed by Jim Broderick. Getting no suggestions from members, he offered for consideration a couple of minor changes (one to the Memorandum to the Chief and the City Manager and another in the notification letter to the complainant.) Sgt Russell made note of the suggestions and will pass them on to Lt. Broderick. Adjournment: Chris Kahler moved to adjourn the meeting. Anne Berry seconded the motion. The meeting adjourned at 6:40 p.m. Next Regular Meeting: Wednesday, August 8, 2007, 6 p.m., CIC Room, 300 Laporte Avenue.
