Prospect; approved Conceptual/Final Review of foundation and roof repairs to 1201 Laporte Ave.; and Conceptual/Final Review of rear porch foundation stabilization at 623 Mathews St. Members decided to turn over NE wall structural repair decisions to staff for 252 Linden St. Members approved proposed work on rear of 215-217 Jefferson St. LPC approved work on front fagade, except for sealant, abrasive removal of paint on brick, and stucco materials proposed for klckplates, and approved rehabilitation of rear elevation Including an added patio. CALL TO ORDER AND ROLL CALL: Commission called to order by Acting Chairman Ian Shuff with a quorum present at 5:30 p.m. at 281 N. College Ave., Fort Collins, Colorado. Agnes Dix, Alyson McGee, Bud Frick, John Albright, Earen Russell, and Alan Ballou were present. Carol Tunner and Karen McWilliams represented City staff. GUESTS: Susan Winter, owner of 720 W. Prospect Road; Kevin Murray, Empire Carpentry, for 1201 Laporte Ave. and 623 Mathews St.; Teresa Morford, Major Enterprises, owner of 252 Linden St.; Dick Beardmore, AE Design for 252 Linden St.; Lori Thompson, owner of 623 Mathews St. and; Carl Glaser, owner of 215-217 Jefferson St. AGENDA REVIEW: None APPROVAL OF MINUTES: None STAFF REPORTS: Ms. Tunner handed the final copy of the 2007 Work Program to new members of the LPC. Ms. Tunner also asked member's opinions about adding factory finished painted aluminum storm windows to the locally landmarked Gill Nelson House. Members generally recommended interior storm windows or exterior wood storms would be the best options for the house, especially if asking for a zero -interest loan from the City. Members were reminded of the State Historical Fund Workshops in Denver. COMMISSION MEMBER REPORTS: Discussion about new sign up sheet for DDA meetings for 2007. PUBLIC COMMENT: Acting Chairman Shuff asked if anyone present wished to discuss any item not on the agenda. There were no comments. Landmark Preservation Commission January 10, 2007 Meeting Page 2 of 3 DESIGNATION: 720 West Prospect Street, Emma Brown/Susan Winter House — Ms. McWilliams presented the staff report, reviewing significance, history, architecture, and the recommendation of staff. The property is currently owned by Ms. Winter, who initiated this Landmark designation; however, Ms. Winter has accepted a contract to purchase the property from Jeff Evans, a developer. Mr. Evans is aware that Ms. Winter's is asking for the property to be designated as a Landmark, and has indicated his willingness to sign the designation agreement. Ms. Winter stated that it is important to her and her family that the house be protected, but she agreed with the buyer that the well and garage can be torn down if needed. LPC Members discussed with Ms. Winters whether to designate the entire property except for the garage and well, or the house with a buffer around it. Designating the entire property would provide the most protection for the house, with any future development proposals coming before the LPC for review. Designating just the house and a buffer would mean that development outside of the buffer zone would be reviewed by the appropriate decision maker identified by the LUG, most likely the P&Z Board. Ms. Winters chose to have the house and land designated, excepting the garage and well, to provide the best protection for the house. The designation application was amended to reflect that the designation includes the house and land, but not the garage and well. Mr. Frick motioned to recommend City Council approve the designation of the house and property at 720 West Prospect Road. Motion was seconded by Mr. Albright_ (7-0). Public Input: None CURRENT REVIEW: 1201 Laporte Avenue, Blanchard/Bates House Conceptual/Final Review — Ms. McWilliams read the staff report, reviewing the proposed work, applicable standards, and recommendation of staff. Mr. Murray discussed the roof collapse and foundation repair. Mr. Murray also handed out information about the system of support piers which the engineer recommended for the residence. Ms. McGee motioned to approve the repairing of the foundation and roof. Ms. Dix seconded the motion. (7-0). 252 Linden Street — Ms. Tunner reviewed the background of the building's recent wall collapse on the NE elevation, applicable historic preservation guidelines, and recommendation of staff. The building is one of the oldest in the historic district, but non-contributing. She showed pictures of the building damage. Mr. Beardmore, preservation structural engineer, explained the damage to the building as a result of its 1865 construction and subsequent remodelings. He recommended a simpler repair than one previously identified by Landmark Preservation Commission January 10, 2007 Meeting Page 3 of 3 another firm. LPC Members decided either option was acceptable, and turned the final approval of the owner's decision choice over to staff. 623 Mathews Street, S.A. Johnson House — Ms. McWilliams read the staff report reviewing proposed work, applicable standards, and recommendation of staff. The owner, Ms. Thompson, provided pictures of the house to members and staff. Mr. Murray discussed the stabilization of the foundation to the rear porch. Ms. Russell made a motion to approve the Conceptual/Final Review of 623 Mathews Street, stabilization of foundation to rear porch. Motion was seconded by Mr. Albright. (7-0) 215-217 Jefferson Street — Ms. Tunner reviewed the background of the current project to restore the front and back elevations of the building, applicable guidelines, rehabilitation standards, and discussed that the work had already been started. Ms. McGee stated concern about the sanding of brick on the building to remove paint. Members discussed the historical materials used on kickplates (wood and cast iron versus stucco). The proposed rehab of the rear of the building was also presented to members. It included the rear garage door, people door and its transom, and the construction of a patio and privacy wall. Ms. McGee motioned to approve the proposed work to the rear of 215-217 Jefferson Street and approve work to the front fagade of 215-217 Jefferson Street, except no sealant on the brick, no additional abrasive treatment of any surface, and that the stucco material proposed for the kickplates not be approved. John Albright seconded the motion which passed 7-0. Other Business: Ms. Tunner passed out a Loveland newspaper article about Ghost Signs.
