CITY OF FORT COLLINS AFFORDABLE HOUSING BOARD MEETING MINUTES 281 N. College Ave. Fort Collins, Colorado January11,2007 Denise Rogers, Chair Ken Waido, Staff Liaison, 970-221-6753 Kurt Kastein, City Council Liaison, 970-223-0425 Board Members Present: Denise Rogers, Jon Fairchild, Dan Byers, Jason Oldham, Robert Sullivan, Kevin Brinkman, Pete Tippett, Ashley Monahan, and Rachel Davis. Advance Planning Staff Present: Ken Waido Council Members Present: None Vice -Chair Jon Fairchild called the meeting to order with a quorum present at 4:03 p.m. Denise Rogers arrived later. Open Public Discussion None. Welcome New Member Ashley Monahan recently appointed to the Board by the City Council attended her first meeting. All Board members introduced themselves and presented a brief description of their interest in affordable housing issues. Approval of the Minutes of the November 2, 2006 meeting Kevin Brinkman moved that the minutes of the November 2, 2006 meeting as amended be approved. Rachel Davis seconded the motion. The motion passed unanimously 8-0. 2007 Work Plan and Related On -Going Issues to be Resolved Staff informed the Board that Kurt Kastien, Council liaison to the Board, has forwarded the following comment on the Affordable Housing Board's 2007 Work Plan: Specific overall comment: Proposed wording: 2) Advocating for the Suggested change: Identify how current and future restoration of city funding for affordable housing. funding levels meet the needs identified by existing City policy (e.g. Affordable Housing Needs and Strate ies Re ort). The Board discussed Council member Kastien's suggested change. Jon Fairchild made a motion, seconded by Robert Sullivan, to offer the following wording amendment: "(Delete: Identify how) (Add: Advocate that) current and future funding levels meet the needs identified by existing City policy (e.g., Affordable Housing Needs and Strategies Report." 281 North College Avenue • PO Box 580 • Fort Collins, CO 80522-0580 • 970-221-6376 Fax 970-224-6111 . TDD 970-224-6002 • cityplanning@fcgov.com January 11, 2007, Affordable Housing Board Meeting Minutes —pg. 2 The Board also agreed to list Kevin Brinkman as the Board's liaison to the Chamber of Commerce and Ashley Monahan as liaison to the Affordable Housing Coalition of Latimer County. The vote was a unanimous 8-0 in favor of the motion. Update on the Housing Services Day Center (HSDC) Proposal Staff provided an update on the HSDC project noting that the proposal was scheduled to be heard by the Planning and Zoning Board on Thursday January 18. If the P&Z Board makes a decision at that meeting, there would be a 10-day window of opportunity for anyone to make an appeal regarding P&Z's decision. If an appeal is submitted, the Board will review their draft letter in support of the proposal at their February meeting prior to submitting it to the City Council. By -Laws The AHB's By Laws were reviewed and a correction was made in Article III, Section 2 dealing with the timing of Officer Elections. The month "October" was deleted from Section 2 so that the first sentence would read as follows: , "At the first regular meeting in each year, a Chairperson and Vice -Chairperson shall be elected by majority vote of the Board." The proposed amendment was unanimously supported by all Board members. Liaison Reports Rachel Davis reported on a complaint by the Commission on Disability regarding snow plowing blocking handicapped access ramps on streets and handicapped parking spaces in parking lots. Officer Elections Jon Fairchild moved that the Chair and Vice -Chair officers for the coming year remain the same as the previous year, that is, Denise Rogers as Chair and Jon Fairchild as Vice -Chair. Kevin Brinkman seconded the motion which passed by a unanimous vote of 9-0. LIHTC Presentation by Ron La Follette Program Manager at CHFA The Board joined the CDBG Commission to hear a presentation on low income tax credits from Ron La Follette, Program Manager at the Colorado Housing Finance Authority. A copy of Ron's powerpoint presentation was sent to the Board under separate cover.
