A regular meeting of the Liquor Licensing Authority was held on January 8, 2007 in Municipal
Court, Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding.

Aeenda Review
Deputy City Clerk Jensen stated there are no changes to the agenda.
Approval of Minutes
Judge Lane approved the minutes from December 11, 2006.
Show -Cause Hearing for S&A Restaurant Corp.,
dba Bennigan's, 2203 South College Avenue
Stipulation Agreement Approved
Marc Painter, attorney representing S&A Restaurant Corp., stated he has had an opportunity to
review the stipulation agreement with his client.
Assistant City Attorney Ablao summarized the stipulation agreement and stated that the Licensee
was present to answer questions. She stated that the Licensee has agreed to a 15 day suspension, 5
days served (paid fine in lieu of suspension $388.82), with 10 days held in abeyance for 1 year for
violating C.R.S. 12-47-901(1)(a.5), permitting the sale or service of alcohol beverages to a person
under the age of 21 years.
Judge Lane approved the findings, conclusion, and order accepting the stipulation agreement as
presented for Bennigan's, 2203 South College Avenue.

Registration of Thuan Nguyen
as Manager of Bennigan's,
2203 South College Avenue, Approved
Thuan Nguyen, manager applicant, briefly described his background. He stated he has been with
S&A Restaurant Corp., for 5 years and has had no previous liquor code violations. Mr. Nguyen
stated he has assistant managers on premise in his abscence. He stated any patron that appears to
be 35 years or younger is carded. Mr. Nguyen stated the employee who served the underage
individual was terminated. He stated S&A Corporation provides training for all employees regarding
the sale and service of alcohol.
Judge Lane approved the registration of Thuan Nguyen as Manager of Bennigan's, 2203 South
College Avenue.

Jon Stonbraker, attorney representing the applicant, stated the public will not see any changes in
operations. He stated this transaction is to purchase the real estate and the existing business. Mr.
Stonbraker stated that the public will not see any changes to the operations or premises with this
transaction.
Judge Lane approved the transfer of ownership of:
Fort Collins Marriott Hotel, 350 East Horsetooth Road, from Fort Collins Hotel, Ltd., to Integrated
Capital - Fort Collins Sub I LLC & Marriott Hotel Services, hic., and Trade Name Change to
Marriott Hotel - Fort Collins.

Integrated Capital - Fort Collins Sub II LLC & Courtyard Management Corporation, and Trade
Name Change to Courtyard by Marriott - Fort Collins.
Residence Inn by Marriott, 1127 Oakridge Drive, from Oakridge Hotels, LLLP, to Integrated Capital
- Fort Collins Sub III LLC & Residence Inn by Marriott LLC, and Trade Name Change to Residence
Inn by Marriott - Fort Collins.
Registration of David McDaniel
as Manager of the Marriott Hotel - Fort Collins,
350 East Horsetooth Road, Approved
David McDaniel, manager applicant, stated he has worked for the Marriott for 22 years. He stated
he has received comprehensive training with regards to alcohol sales and service. He stated he has
not received training with Colorado liquor laws. Mr. McDaniel stated he is not involved with the
day to day operations.
Judge Lane approved the registration of David McDaniel as manager of the Marriott Hotel - Fort
Collins, 350 East Horsetooth Road.
Transfer of Ownership of Valero,
1501 West Elizabeth Street, from
Crystal's Lodging, Inc., to J-Cab, Inc., Approved
Syed Mohsin Hamdani, representative for J-Cab, Inc., stated that any alcohol sale requires the clerk
to input the date of birth to complete the transaction. He stated he has attended Officer Younger's
training. Mr. Hamdani stated he has retained employees from the previous owner. He stated he is
on premise daily.
Judge Lane approved the transfer of ownership of Valero,1501 West Elizabeth Street, from Crystal's
Lodging, Inc., to J-Cab, Inc.
Hearing on a New Application from
La Collina, LLC for a Beer and Wine License
at Pizzeria La Collina,130 D West Olive, Approved
Abdessadek Bouhou and Katharyn Bouhou, representatives for La Collina, LLC, were sworn. Mr.
Bouhou stated they will not be open past 10:00 p.m. He stated this application has been driven by
customer requests. Mr. Bouhou stated he expects alcohol sales to be approximately 30% of total
sales. In response to a question from the Judge, Mr. Bouhou briefly reviewed the diagram. He stated
they will not serve alcohol on the patio. Mr. Bouhou stated he and his employees will attend Officer
Younger's class. He stated any patron that appears to be under the age of 35 years will be carded.

Mr. Bouhou briefly described the petitioning process. He stated the surrounding business were
supportive. Mr. Bouhou stated it was difficult to obtain residential signatures.
Judge Lane adopted Resolution 2006 - 20 approving the application from La Collina, LLC, for a beer
and wine Licnese at Pizzeria La Collina, 130 D West Olive contingent upon proof of training
submitted to the Deputy City Clerk within 60 days.
The meeting adjourned at 1:50 p.m.
