Called to Order at 4:30 p.m. by Chairman Sanchez in the Community Building at 1715 W. Mountain Avenue. II. Role Call Members Present: Pete Sanchez Mary Klopfenstein Al Kruchten Nancy McComb Members Absent: Charlie Muenzberg III IV Staff Present: John McGraw Wayne Taylor Mary Ann Kennaugh Mary Klopfenstein moved approval of the minutes of the August 26, 1976 special meeting. Al Kruchten seconded and the minutes were approved by consensus. John McGraw read the Virginia Neal Blue Resource Center - Housing Authority contract agreement regarding the credit counseling program. Al Kruchten re- quested the agreement include the provisions as set forth in the August 26, 1976 minutes. John McGraw stated he would amend the agreement as requested and Pre- pare it for Chairman Sanchez' signature. Executive Director's Report A. Financial reports for Colo. 41-1 Development, Operating, and Section 8 were distributed and discussed. Some of the points discussed were: Colo. 41-1 Development: - Payment to Ricketts for remainder of Site #2 utility easement and payment for extension of fence on Site #12 are to be paid with management monies. - Regarding the drainage problem, writing a letter to City Council was suggested, pointing out the controversy of who is responsible vs. the costs of solving the problem. Other factors involved are; the Engineering Department's advice, the drainage problem as a health hazaard, etc. The Fort Collins Hous' Authority Minutes of the Septem� 7, 1976 Regular Meeting • Page Two Operating: - Non -routine expenditures (e.g., depreciation and replacement in future years of mowers, the pick-up truck, etc.) were discussed. It was also noted that insurance is running $800 per year more than expected. Section 8: - See Exhibit "A" attached hereto. Al Kruchten moved approval of budgets as distributed. Mary Klopfenstein seconded, and motion passed 4 - 0. B. Completion of Colo. 41-1: Project 41-1 is virtually complete. Only follow-up punch list items and dispute conciliations remain. VI. Adjournment to executive session on personnel matters. A breakdown of goals, objectives, programs, and activities was submitted which indicated staff assignments and responsibilities. She said she was sure this would be the case on any future unit: appropriations and would check to confirm this to be the case on the 50 units of Section 8 which we now have and call back, - Betty said that the preliminary financing amount authorized is not to be re- turned to HUD and no percentage will be transferred to any subsequent fiscal year after the 1st. She said that Region VIII should be receiving authorization for subsidy funding for 2100 units under the Section 8 Existing Rent Program on or about December 1, 1976 and that if our current project authorization is complete and our appli- cation is in we should have -a good chance of receiving program funding for an additional 50 units. She said that HUD would not designate the number of units per unit size to be -rented in Fort Collins. She also said that each additional project including our next 50 units would be eligible for preliminary admini- strative funds in an amount at least equivalent to that authorized for our first 50 units. Betty indicated that Dick McCoy, a Fort Collins Developer, had expressed an interest in developing 100 units of family housing under Section 8 New Construction in Fort Collins and that she had referred him to me.
