SUMMARY OF MEETING: the LPC heard a presentation on the Downtown River
Infrastructure Project; the Rehabilitating Interiors in Historic Buildings slide show was
postponed to a future meeting.
CALL TO ORDER AND ROLL CALL: Commission called to order by Chairwoman
Angie Aguilera, with a quorum present at 5:30 p.m. at 281 N. College Ave., Fort Collins,
Colorado. Alan Ballou, Alyson McGee, Agnes
Heather Donahue, and Ian Shuff were present.

APPROVAL OF MINUTES: Ms. Dix moved the April 12, 2006 minutes be approved
with the following corrections: change "Heather Dix' to read "Heather Donahue" under
Roll Call. Heather Donahue seconded; motion passed unanimously, 7-0.
STAFF REPORTS: None.
COMMISSION MEMBER REPORTS: Mr. Shuff attended the May 4, 2006 DDA
meeting. The owners of the Otter Products building presented their proposed work,
which the DDA liked. In addition, the DDA heard a presentation for 145 E Mountain,
Tailgate Tommie's. The owners would like to give the existing building a facelift with
pilasters and stucco using a concept similar to the Panera Bread building on S. College
Avenue. The DDA would like to see the space used for a larger building with more brick
in the design.
PUBLIC COMMENT: Chairwoman Aguilera asked if anyone present wished to address
items within the purview of the Commission, whether or not the item appeared on the
agenda. There were no comments.
DISCUSSION ITEM:
Downtown River Infrastructure Project Update —Kathleen Bracke, Transportation
Planning; Matt Robenalt, DDA.
Ms. Bracke began with an overview of the project that started several months ago as a
partnership between the City of Fort Collins and the DDA. The goal is to create a plan
for the river district that draws on the results of City Plan, the Downtown Strategic Plan,
the Downtown River Corridor Implementation Plan, and the results of numerous public

meetings and workshops. The design will address streets, traffic safety, transportation
modes, parking, utilities, and the connection to surrounding areas. The project should
be finished in Spring 2007.
Ms. Bracke presented a map of the included area. She asked the LPC what elements
of the area's history they would like in the final plan. Mr. Wilder provided a map of the
Old Fort Site survey that showed significant historical structures, including the old power
plant and the Ranchway Feeds building.
Mr. Shuff commented that he liked the overall concept and thought the project would
have a positive outcome. He would like the many historical buildings in the area to be
respected once any changes are implemented. In addition, while the LPC encourages
new growth in the area, they do not want new development to have a false sense of
history.
Mr. Wilder asked how the appearance of privately -owned buildings will be affected by
the plan, since its focus is on public spaces. The LPC replied that the streetscape can
affect the historic appearance based on its proportions and use of materials. They felt a
more utilitarian style would reflect the history of the space. The use of elaborate
Victorian -style street lamps would be inappropriate given the area's industrial
background.
The LPC recommended a subtle suggestion of the area's history. For example,
perhaps the area could include markers for each of the four corners of the original fort
site, rather than a large museum. They also recommended that any plan have enough
design regulations to keep an appropriate feel in the area.
Ms. Bracke and Mr. Robenalt thanked the Commission for their input, and asked they
forward any additional ideas. They would like to return in late summer with the results
of their public outreach efforts.
