LIQUOR LICENSING AUTHORITY MINUTEST
RegularMeeting - August 21, 2000

A regular meeting of the Liquor Licensing Authority was held on Monday, August 21, 2000, in
Municipal Court, 123 North College. Judge Kathleen M. Lane presiding.

Agenda Review
Deputy City Clerk Jensen stated that Ciao Vino, LLC's motion to continue was signed by Judge Lane.
The hearing was continued to September 18, 2000.
Consent Agenda
The Consent Calendar is intended to expedite the meeting and allowthe Authorityto spend its time and
energy on the important items on a lengthy agenda. Items on the Gonsent Calendar are (1) routine
items; and (2) those of no perceived controversy. Anyone may request that an item be "pulled" off the
Consent Calendar and considered separately. Items pulled from the Consent Calendar will be
considered separately immediately following adoption of the Consent Calendar.
1. Approval of minutes from August 7, 2000 meeting.

Show Cause Hearing for
Tony's Restaurant & Lounge, 224 South College,
Stipulation Agreement Signed
Assistant City Attorney Tempel stated that the Licensee and the Fort Collins Police Department have
worked out a stipulation agreement regarding the violation. The licensee has agreed to a suspension of
31 days. Five of such days shall be an active suspension starting at 2:00 a.m. on Friday, September 1,
2000 through 2:00 a.m. on Wednesday, September 6, 2000. The remaining 26 days of the suspension
is to be held in abeyance for 1 year from the date of approval of this Stipulation by the Authority.

Michael Griffith, attorney representing the Licensee, stated the Licensee has made substantial changes
to their operations to avoid future problems. Mr. Griffith stated the public phone has been moved to
the front of the establishment so that it is constandy-supervised. He stated employees nowcard patrons
at the patio gate.
Judge Lane approved the findings and orderaccepting the stipulation agreement as presented forTon}'s
Restaurant, 224 South College Avenue.
Registration of Daniella Mitchell as
Manager of Convenience Plus,
1032 West Mountain, Approved
Daniella Mitchell, applicant, stated she will be responsible for training employees. Ms. Mitchell stated
they re-train everyone approximately every 6 months. She noted they review how to identify a visibly
intoxicated individual.
Judge Lane approved the registration of Daniella Mitchell as Manager of Convenience Plus,1032 West
Mountain.
Request from Salvador and Consuelo E.
Trujillo, dba Consuelo's Mexican Restaurant,
1228 West Elizabeth, to Change, Alter
or Modify the Licensed Premises roved
Salvador Trujillo, owner, briefly described the proposed changes. He noted that half of the addition
will be used for storage with the other half to be used to serve approximately 33 additional patrons.
Consuelo Trujillo, owner, stated they are primarily adding this space to accommodate banquets. She
stated they have received preliminary approval from the City's Building Inspection and the County
Health Department.
Judge Lane approved the application from Salvador and Consuelo E. Trujillo, dba Consuelo's Mexican
Restaurant, 1228 West Elizabeth, to Change, Alter, or Modify the Licensed Premises.
Hearing on a New Application from
Mike Reeves Enterprises, LLC for a
Tavem Liquor License at
Tig Spot Tavern, 150 West Oak Street. Approved
Mike Reeves, applicant, was sworn. Mr. Reeves stated he is TIP's certified. He briefly described the
type of establishment Tig Spot Tavern will be. Mr. Reeves stated the storage area is directly above the
restrooms and that he will submit a new diagram to the Cityaerk's office. He stated this establishment
will seat approximately 300 people. Mr. Reeves noted that there is no outdoor seating. He stated he
anticipates his food sales to be approximately 15-20% of gross sales. Mr. Reeves stated alcohol will be
stored on the second floor. He noted that the emergency exit meets fire code. Mr. Reeves stated staff
will card every patron, either at the door or at the table. He stated he has a copy of the liquor code and
is familiar with it.

Mr. Reeves described the petitioning process. He noted only a few people were in opposition to this
application.
Judge Lane marked the petitions as Exhibit 1.
Assistant City Attorney Tempel noted no parry -in -interest was present to speak on this application.
Judge Lane adopted 2000-16 approving the application from Mike Reeves Enterprises, LLC for a
Tavern Liquor License at Tig Spot Tavern, 150 West Oak Street.
Request from Suite 152, Inc.,
dba Suite 152, 23 Old Town Square, Suite 152,
to Change, Alter, or Modify the Licensed Premises Approved
Gino Campana, Secretary of Suite 152, Inc., briefly described the proposed changes. He stated this
modification has already taken place. Mr. Campana stated this change excludes the dining area.
Judge Lane approved the application from Suite 152, Inc., dba Suite 152, 23 Old Town Square, to
Change, Alter, or Modify the Licensed Premises.
Hearing on a New Application from J.C. Restaurants, LLC
for a Hotel -Restaurant Liquor License
John Castillon, managing member, was sworn. He briefly described his background. Mr. Castillon
stated Juan Tequila has been open for 1 month. He stated there is seating for 93 people and will
primarily, serve margaritas and beer. Mr. Castillon stated carding will be done at the table. He stated
employees found violating the liquor code will be terminated.
Mr. Castillon briefly described the petitioning process. He stated he received approximately 349
signatures in support of this application. He stated he circulated his petition in the Old Town area as
well as residential neighborhoods.
Deputy City Clerk Jensen stated 60 signatures were struck as they were outside the neighborhood
boundaries.
Judge Lane marked the petitions as Exhibit 1.
In response to a question from Assistant City Attorney Tempel, Mr. Castillon stated he has had no
liquor sales experience older than 5 years ago.
Assistant City Attorney Tempel noted no patty -in -interest was present to speak on this application.
Judge Lane adopted 2000-15 approving the application from J.C. Restaurants, LLC for a Hotel -
Restaurant liquor License at Juan Tequila, 23 Old Town Square.
The meeting adjourned at 2:15 p.m.
