HomeMy WebLinkAboutLiquor Licensing Authority - Minutes - 09/13/1989• LIQUOR LICENSING AUTHORITY MINUTES Regular Meeting - September 13, 1989 6:30 p.m. A regular meeting of the Liquor Licensing Authority was held on Wednesday, September 13, 1989, in the Council Chambers of the Fort Collins Municipal Building. The following members were present: Cooper, Crowfoot, Denmark, Garber, Guerrie, and Poncelow. Authority Member Absent: Norton Staff Members Present: John Duval, City Attorney's Office Rita Knoll, City Clerk's Office Sandy Gibson, Police Department Consent Calendar This Calendar is intended to expedite the meeting an allow the Authority to spend its time and energy on the important items on a lengthy agenda. Anyone may request an item be "pulled" off the Consent Calendar and considered separately. Items pulled from the Consent Calendar will be considered separately immediately following adopt of the Consent Calendar. Items of extreme controversy will be discussed near the end of the meeting under Pulled Consent Items. Consider approval of the minutes of the August 16 1989 regular meeting. 2. The State of Board of Agriculture, the club licensee for the University Club, Lory Student Center, is reporting a change of corporate officers. Manuel R. Cunard is replacing Philip Austin as president of the corporation. Mr. Cunard is the director of student services as CSU. Authority member Cooper made a motion, seconded by Authority member Garber, to adopt and approve all items not removed from the Consent Calendar. Yeas: Cooper, Crowfoot, Denmark, Garber, Guerrie, and Poncelow. Nays: None. THE MOTION CARRIED. 0 0 September 13, 1989 Consideration of an Application from High Plains Arts, Inc., dba Friend of Traditional Dance, for Special Events Permits at the Lory Student Center, Approved Alexander Kraus, treasurer of Friends of Traditional Dance, explained that special events permits are being requested for dances being held at the Lory Student Center Ballroom on November 18 and February 3. He stated this group has sponsored many dances, but they have never included alcohol service. He indicated that Randy Lumb, the event manager, has contacted Officer Ernie Tellez to make arrangements for training the event staff. Mr. Kraus stated a decision has not been made regarding at what point identification will be checked and indicated that a decision would be made after meeting with Officer Tellez. He noted alcohol will only be allowed in the ballroom. In response to questions from the Authority, Mr. Kraus stated Friends of Traditional Dance has been active in Fort Collins for approximately seven years. He described the dances that are held throughout the year and noted that they are all alcohol -free. He stated twice a year large events are planned and noted the group decided to include alcohol in these two events. Mr. Kraus indicated that carding policies would be developed after meeting with Officer Tellez. He noted that the anticipated age group of participants is 25 to 40 years old. Authority member Garber made a motion, seconded by Authority member Guerrie, to approve special events permits for High Plains Arts, Inc., dba Friends of Traditional Dance, at Lory Student Center Ballroom on November 18, 1989 from 8 p.m. to 11 p.m. and February 3, 1990 from 8 p.m. to 11 p.m. Yeas: Cooper, Crowfoot, Denmark, Garber, Guerrie, and Poncelow. Nays: None. THE MOTION CARRIED. Report of Change of Manager for Mini Mart #857. 1104 West Elizabeth, Approved Trudie Bluel, manager, stated she has been manager at this location for approximately two years. She indicated that Mini Mart was unaware of the requirement to register managers until recently. Ms. Bluel described the training that is provided to employees and noted that a training manual and video tape are used. She described the establishment's carding policies and noted that anyone who appears to be under 25 years of age is carded. She noted that a log is kept of every individual they require to produce identification. Ms. Bluel noted that there have been no violations at the establishment while she has been manager. She indicated that a copy of the Colorado Beer Code and City regulations are kept in the store. Authority member Denmark made a motion, seconded by Authority member Crowfoot, to approve Trudie Bluel as manager of Mini Mart #857, 1104 West Elizabeth. Yeas: Cooper, Crowfoot, Denmark, Garber, Guerrie, and Poncelow. Nays: None. 0 • September 13, 1989 THE MOTION CARRIED. Other Business Executive Session Authorized Authority member Cooper made a motion, seconded by Authority member Guerrie, to adjourn into Executive Session for the purpose of discussing legal matters. Yeas: Cooper, Crowfoot, Denmark, Garber, Guerrie, and Poncelow. Nays: None. THE MOTION CARRIED. Ad3ournment At the conclusion of the Executive Session, Authority member Cooper made a motion, seconded by Authority member Crowfoot, to adjourn. Yeas: Cooper, Crowfoot, Denmark, Garber, Guerrie, and Poncelow. Nays: None. THE MOTION CARRIED.
