HomeMy WebLinkAboutHuman Relations Commission - Minutes - 09/28/1970FORT COLLINS COMMISSION ON HUMAN RELATIONS Special Meeting September 28, 1970 A special meeting of the Human Relations Commission was heldt at 225 Second Street in Buckingham on Monday, September 28, 1970, at %30 p.m. Present: Dr. Parker Preble Mr. Gerald Templer Mr. Dean Olson Mr. Earl Kiely Mr. John Moore Mr. Penfield Tate Father Edward Ostertag Mrs. Nancy Landers Mrs. Dorothy Godinez Mrs. Pernie Atherly Absent: Mr. Ralph Braden Mr. John Bustos The meeting was called to order by Dr. Preble and Dean Olson was asked to report on the Christian Heritage School application investiga- tion. The Grievance and Investigation Committee had met with Mr. Stan Hlad, who told them that the wording of the application had been copied from sample forms from other schools. The committee questioned the need for applicant: race or for the parents Nationality which was also asked on the form. Mr. Hlad replied that he saw no reason for it being there since the bylaws stated that no child would be refused admission on basis of race, color, creed or national origin. He also stated that the Board of Directors should meet not laterthan mid -October and he would ask if they were willing to have the two questions deleted. He remarked that the information in question might be helpful if there were problems with individual pupils. It was suggested that the chairman check with the City Manager con- cerning the possibility of at least a part-time paid employee to keep records, minutes and work with the Commission. John Moore was called on to report on the committee's meeting with the Faith Realty Company concerning the type of advertising on their flyers. He had talked to Bill Thomas, local manager of Faith Realty and found him quite willing to attend a meeting of the Human Relations Com- mission to discuss this type of advertising. He told the Committee that the president of the company would be in the local office on September 29, and invited the Grievance and Investigation Committee to meet with them at 2:00 p.m. to further discuss the issue. They will do this and report again at our next meeting. Father Ostertag was asked to report on a meeting of the Executive Board of the Human Realtions Commission and Penfield Tate with a group of interested citizens from Laramie who are trying to create a Commission on Human Relations in that city. The meeting was held at Father Ostertag's home on Tuesday evening, September 22, 1970. The functions, aims, effect- iveness, etc. of the Commission were discussed, as was the ordinance creat- ing the Commission. They were invited to attend one of our regular meet- ings and that we offer any help possible to them in the future. It was announced that on October 12, there would be a meeting held at Blevins Junior High School to discuss the Pomeroy Report. This meet- ing will be open to the public. The question was raised as to whether or not copies of the Pomeroy Report were available to members of the Human Relations Commission. The chairman said they should be and asked the secretary to check with the City Manager's office on the availability of copies for each member. Father Ostertag made a motion that we invite the Fort Collins Colo- radoan, the Collegian, and both radio stations to send representatives to all the Commission meetings and ask that announcements of all meeting be published or announced beforehand. Motion seconded by Dean Olson. Motion carried. The chairman requested the Publicity Committee to con- tact all news media and see that the meetings were publicized. Mr. Tate mentioned that he had had some discrimination complaints from students concerning rentals that were not clearly covered in the Human Relation Commission Special Meeting September 28, 1970 Page 3 bylaws. These were discussed and checking is being done to see if the individuals have any legal recourse. A letter summitted by Mr. Tate concerning the possibility of dis- crimination on questions asked on warning tickets used by the Fort Collins Police Department, was submitted to the Grievance and Investi- gation Committee for further study and report. A motion was made by Father Ostertag that starting in October, our meetings shall be held the first Tuesday of every month. Motion seconded by Penfield Tate. Motion carried. This motion constitutes a change in the bylaws which must be confirmed by the City Council. The secretary was asked to write the City Council and request confirmation for the following changes in the bylaws: Section V Conduct of Business C. Meetings 1. Regluar monthly meetings and annual meetings. The Commission shall meet on the first Tuesday of each month. The October meeting shall be the annual meeting. The Fort Collins Human Relations Commission recommends the following names to fill the three existing vacancies on the Commission 1. Mrs. Isabel Carillo 415 North Grant Fort Collins Colorado 2. Mrs Lupe Giron 112 East Lincoln Street Fort Collins, Colorado 3. Mr. Valerio Miranda 323 North Howes Fort Collins, Colorado These people were contacted and if willing to serve will be recom- mended to the City Council for appointment. There being no further business the meeting was adjourned with the announcement that the Annual Meeting would be held Tuesday, October 6, 1970, at 7:30 p.m. at 225 Second Street.
