HomeMy WebLinkAboutCitizen Review Board - Minutes - 06/14/2006Citizen Review Board Meeting 300 Laporte Avenue June 14, 2006 Present: Dennis Baker, Brian Carroll, Harry Edwards, Dave Evans, Charles Greeb, Maria Martinez, Glenn Strunk Absent: All CRB members were present. Lt. Jim Broderick from the staff was on vacation. Staff: Sgt. David Pearson, Staff Liaison; Sgt. Russ Reed; Greg Tempel, Assistant City Attorney The meeting was called to order at 6:00 p.m. by Chair Harry Edwards. Minutes: May 10, 2006 Minutes — Dr. Edwards called for corrections and approval of the minutes of the previous meeting. A motion to approve was made by Dennis Baker and seconded by Maria Martinez. The minutes were approved by a voice vote 7-0. Dr. Edwards noted the absence of Recording Secretary Angelina Sanchez -Sprague. He appointed Dennis Baker to record the minutes of the meeting. Case #2006-01 Glenn Strunk made the motion to approve subcommittee minutes. Maria Martinez seconded the motion. There was no discussion and the motion patvsed 3-0. (Subcommittee members: Edwards, Martinez, Strunk) Case #2006-04 David Evans made the motion to approve subcommittee minutes. Charles Greeb seconded the motion. There was no discussion and the motion parsed 3-0. (Subcommittee members: Martinez, Greeb, Evans) Voice Mail Reports: • Dr. Edwards reported that as of 5..00 P.M- on this mactiog date there were no messages on the CRB voice mail system. • Sgt Pearson reported that there was one message on the Bias Policing Voice Mail. A citizen involved in a traffic stop had called to express appreciation for the manner in which the officer involved had handled the traffic stop. Public &put: Elaine Boni was present representing the Human Relations Commission. She was accompanied by Jeff Van Fleet from the Human Relations Commission. Three students from a Colorado State University journalism clans were observing, and a family member of a citizen involved in CRB Cave 2006-02 was also present to observe. New Business: SgL Pearson introduced SgL Russ Reed SgL Reed will be the new C Internal Affairs Officer of the Fort Collins Police Department. Sgt Pearson announced that Reed would begin his work as IA Officer in September and attend the October, 2006 meeting as his first CRB meeting in this role. Sgt. Reed shared information about his background in law enforcement and his current role on the police force. Pending Cases • Case # 2006 — 02: SgL Pearson requested that the notebooks of this investigation be distributed following the multi -media presentation on this officer -involved shooting case. Dr. Edwards announced that the presentation on Case 2006-02 would be part of the executive session of the 2006-02 subcommittee meeting which would commence upon adjournment of the regular meeting. • Dr. Edwards reminded the CRB of the August 9 training. Dr. Baker expressed regret that he will be unable to attend Dr. Edwards suggested to Sgt. Pearson that the training session go ahead as planned sine sir of the seven CRB Board members could attend Old Business: Sgt. Pearson announced that the citizen complaint foam can now be accessed on-line. He clarified that they can not be submitted on line. Erne Boni expressed appreciation for this new level of citizen access. Adjournment: Glenn Strunk moved to adjourn the meeting. Maria Martinez seconded the motion. "There was no discussion and the motion carried 7-0. The meeting was adjourned at approximately 6:20 P.M. Next Meeting: July12, 2006, 6:00 P.M. in the CIC Room, 300 Laporte Avenue.
