John Stokes said he would like to add an action item regarding the Bernard real estate
transaction. He would also like to suggest adjourning from the regular meeting to a work
session following this item.

Review and Approval of Minutes
April 12, 2006 : The minutes of the April 12, 2006 meeting were unanimously approved
as written.
Quarterly Report
John Stokes said the ballot language requires the city to report quarterly and annually on
the finances of the Natural Areas program. I've been in the habit of doing this the last
couple of years. Our controller, Barbara Brock, came from the Finance Department. I
would like to have her come and introduce her to you sometime.

• Stanley: What's Resource Management?
• Stokes: Vegetation, wildlife and restoration.
• Stanley: So that could be part of the 80%?
• Stokes: Yes.
• McLane: It would be helpful to get a sense of how the money falls out.
• Stokes: Overall, staff is roughly $2 million of the budget.
• McLane: The annual budget is normally around $9 million?
• Stokes: Yes.
• Brown: Is research under Resource Management?
• Stokes: Yes, usually any ongoing research is mostly in resource management,
including the work Daylan (Figgs) is doing at Soapstone.
• Snyder: Regarding the BCC dollars, is this revenue collected but not spent yet?
• Stokes: Yes. There's still a little bit dribbling in, but it will be done after this year.
• Snyder: How is the County Open Lands .25 tax allocated? What share do we get?
• Stanley: 55% goes to the cities of Loveland, Fort Collins, Berthoud, Estes Park and
maybe some to Windsor. It's split according to sales tax revenue or population. The
City of Fort Collins usually ends up with about 30%.
• Snyder: What's your future projection given the trend in sales tax?
• Stokes: We think they budgeted the natural areas dollars very conservatively.
• Snyder: Is the City's $6.7 million cut a real cut or less of an increase?
Stokes: My understanding, and I'm not really the right person to ask, is the budget is
predicated on a modest increase in sales tax.
• Stanley: Its about flat.
• Snyder: So, Natural Areas is budgeted flat?
• Stokes: We're not going to have a big train wreck this year. Next year is when the
general fund will have a big problem. Natural Areas has different dedicated revenues.
• Stokes: Are there any other kinds of information that could be helpful?
• Ting: Was the Soapstone sod farm transaction in one of these pies?
• Stokes: No, just current spending. The $800,000 will go back into land conservation.
• Ting: Is it accounted for at the time it's received? When is it budgeted?
• Stokes: At the time it is received. We have other'properties we intend to sell. All of
those revenues go back into the pot.

John Stokes said this was brought to the board previously and is pretty straightforward.
Stokes briefly reviewed the details of the transaction.

Linda Stanley made the following motion:
Move that the Land Conservation & Stewardship Board recommend that Council
approve the acquisition of the Bernard ranch per the terms described.
The motion was seconded by Vicky McLane and was unanimously approved.
