(377-4217) SUMMARY OF MEETING: the LPC approved plans for 252 E. Mountain Ave.; approved final plans for 111 N. College Ave. rear wall reconstruction; recommended 309 E. Mulberry, the Ernest and Anna Meyer House, for designation; and chose recipients for the 2005 Friend of Preservation award. CALL TO ORDER AND ROLL CALL: Commission called to order by Vice Chairman Ian Shuff, with a quorum present at 5:35 p.m. at 281 N. College Ave., Fort Collins, Colorado. Alan Ballou, Agnes Dix, and Earen Russell were present. Heather Donahue, Alyson McGee and Angie Aguilera were excused. Carol Tunner and Karen McWilliams represented City staff. GUESTS: Nancy and Curt Richardson, the Otter Box, and Donald Bundy, The Architects' Studio, for 252 E. Mountain Ave.; Jim Cox and Ingrid McMillian -Ernst, Architecture Plus, and Jenny Bramhall, owner, for 111 N. College Ave.; Linda Bova, owner, for 309 E. Mulberry St.; Zach Cook, CSU student observer. AGENDA REVIEW: None. APPROVAL OF MINUTES: The February 8, 2006 minutes were approved as submitted. STAFF REPORTS: None. COMMISSION MEMBER REPORTS: Ms. Russell attended the most recent DDA meeting. She noted that the DDA is seeing more plans for rear building renovations. The LPC might want to set policies for future rear renovations, as the trend is becoming more popular. The stage for New West Fest is being moved from Old Town Square because the area is no longer large enough. In addition, the plans for the kayak course on the Poudre River near the Power Plant are going forward. PUBLIC COMMENT: Vice Chairman Shuff asked if anyone present wished to address items within the purview of the Commission, whether or not the item appeared on the agenda. There were no comments. CURRENT REVIEW: 1. 252 E. Mountain Ave. —New Building Adjacent to the Historic Fort Collins Old Town District —Donald Bundy, the Architects Studio, for Curt and Nancy Richardson, owners. Landmark Preservation Commission April 12, 2006 Meeting Minutes Page 2 Ms Tunner presented her staff report for the proposed four-story building to be built adjacent to 250 E. Mountain Ave., the Food Co-op/EDAW building. The new building, which will replace the current one built in 1974, will house Otter Box Products' main offices. Although 252 E. Mountain Ave. will not be in the Old Town Fort Collins Historic District, it will touch the historic building to the west of it, and must go before the LPC for approval for compatibility. Staff recommends approval of the plans, as the building is compatibly designed with a complimentary contemporary style and appears to meet Standard #10. The building also balances that end of the block by being similar in size to Building #1 at the other end of the block in Old Town Square. Mr. Bundy presented conceptual plans for the new building. The upper floors will house Otter Products, with the ground floor devoted to restaurants or retail. The fourth story will be set back from the front and rear of the building due to City code requirements. The east side of the building will feature indented upper stories with windows. The building's main fagades will be brick with stone details and a cornice. The setback areas will have more modern designs featuring steel framing and glass. The neighboring building, the Forrester Block, has intermediate stone details that protrude from the brick exterior. Mr. Bundy will design the new building so that the existing historic stonework is not damaged. The Commission complimented the Richardsons and Mr. Bundy on the building's well -executed design. Mr. Ballou felt the plans showed a nice balance of traditional and contemporary, and liked the setback on the east side. Ms. Russell was glad to see infill beginning on the eastern side of Old Town. Ms. Russell moved to recommend approval of the plans for 252 E. Mountain Ave. The building meets Standard #10 and is compatible with the Historic Old Town District. Ms. Dix seconded. Motion passed unanimously, 4-0. Public Input: None. 2. 111 N. College Ave., Windsor Hotel (Clothes Pony) —Rebuild Rear Wall and Construct New Entrances, Final Review —Jim Cox and Ingrid McMillian - Ernst, Architecture Plus, for Jenny Bramhall, owner. Ms. McMillian -Ernst presented revised plans for 111 N. College Ave. based on the feedback she received from the Commission at the February 8, 2006 meeting. Previously, the Commission recommended the cornice, balcony, and entry awning be redesigned. Ms. McMillian -Ernst replaced the second floor door balcony with a bowed planter. The second floor design reconstructs three original windows and a door. The new storefront awning was changed to a circular design with steel fins and mesh. The cornice will be painted to match the stucco strip between the second and first stories. The transoms above the new storefront entry were changed to window transoms. Landmark Preservation Commission April 12, 2006 Meeting Minutes Page 3 The Commission thought the new design was very balanced and addressed their previous comments. Mr. Shuff complimented the new awning; it is more understated, but still has flair. Ms. Russell asked about the handicap ramp pipe rail leading up to the storefront. Ms. McMillian -Ernst replied it was part of EDAW's alley beautification project. Ms. Tunner asked the applicant to submit color and material samples, and final construction drawings to the Historic Preservation office for staff records. Public Input: None Ms. Dix moved the Commission accept the final plans as presented for 111 N. College Ave., the Windsor Hotel, for rebuilding of the rear wall and construction of new entrances, as meeting Standard #9. Ms. Russell seconded, motion passed unanimously, 4-0. DESIGNATIONS: 309 E. Mulberry St., the Ernest and Anna Meyer House —Linda Bova, owner. The Ernest and Anna Meyer House was built in 1905 by contractor Ora Long, for the Meyers. Throughout the years, the home has served as a residence, church property, and for Meals on Wheels. The house is a very good example of Late 19th/Early 20" Century Eclectic architecture, with a distinctive "pagoda" influenced design. It is already listed on the National Register of Historic Places and Colorado Register of Historic Properties, as a contributing element of the Laurel School National Register District. The home features a bellcast hipped roof with large overhangs, boxed eaves and wide -stepped fascia board. The front fagade includes a "pagoda -style" hipped dormer with a 24-light attic window. The front porch roof is supported by a single large Tuscan column. Near the back of the house on the east side is a 1949 hipped roof vestibule. The house also has an early 1970s non -historic summer room on the rear that was added to a previously altered historic wood frame mud porch. The summer room is not historically compatible, but is not readily visible due to its location. Staff recommends approval of the request for Landmark designation under Standard (3), for its architectural significance to Fort Collins. Ms. Dix moved that the Commission recommend Council approve the designation of the Ernest and Anna Meyer House, 309 E. Mulberry St., as a Fort Collins Landmark, under Standard (3). Mr. Ballou seconded, motion passed unanimously, 4-0. Public Input: None. DISCUSSION ITEMS: Friend of Preservation Awards —Award Decision Landmark Preservation Commission April 12, 2006 Meeting Minutes Page 4 The Commission discussed possible recipients of the 2006 awards based on contributions to historic preservation made during the last year. Ms. Dix moved to present the 2006 Friend of Preservation awards to David Budge, Joe Frank, Sue Walker and John Albright. Earen Russell seconded. Motion passed unanimously, 4-0. Public Input: None.
