FORT COLLINS COMMISSION ON HUMAN RELATIONS
April 6, 1972
The quarterly meeting of the Fort Collins Human Relations Commission was
held at 225 Second Street, Fort Collins, Colorado on April 6, 1972.

The meeting was called
to order by the Chairman at
8:00 p.m.
A cordial
welcome as new members
of the Commission was given
to Mr. William
Cartwright
and Mr. Seymour Graham.
The Secretary read the letter of complaint written by Mr. Mamadou Ba and a
letter written by Mr. John Moore to Chief of Police Ralph Smith and a letter
of explanation and apology written by Police Officer McWilliams in reply.
After some discussion as to officer training and the maintenance of profession-
alism, the Commission agreed that this complaint was handled to conclusion
and we should close the file.
The League of Women Voters sent a letter to Mrs. Atherly concerning the
forced bussing issue and suggested the Human Relations Commission send a
letter of recommendation to Senator Dominick. Dr. Preble suggested this was
not within Human Relations Commission jurisdiction; members present agreed.
Dr. Preble, Ralph Braden and Luke Long are to send in an Annual Report.
Dr. Preble suggested that the federal funds that are available to the
Police Relations Committee possibly be used by setting up a big brother
program involving the Police Department and the Larimer County Mental
Health Clinic as a consultation service for possible mental problems with
criminal suspects. Mr. Jim Dooney of the Mental Health Clinic is to be
contacted and Mr. Ralph Smith is to advise the Human Relations Commission.
Mr. Scarborough asked why there was not more participation by the members
and also the minority groups. Dr. Preble answered by giving the history
and background of the Human Relations Commission and certain pertinent events.
There being no further business, the meeting was adjourned. The next meeting
would be July 6, 1972.
