Staff Liaison: Aimee Jensen A regular meeting of the Liquor Licensing Authority was held on May 2, 2005 in Municipal Court, Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding. Staff in attendance: Teresa Ablao, Assistant City Attorney Richard Johnson, Liquor Enforcement Officer Aimee Jensen, Deputy City Clerk Agenda Review Deputy City Clerk Jensen stated that the new application hearing fox Toasty Mountain, LLC, dba Cheba Hut has been continued to May 16, 2005 to resolve an application issue. Registration of Michael R. Gayle as Manager of Rasta Pasta, 200 Walnut Street, Approved Michael Gayle, manager applicant, briefly reviewed the training he has received and his work history. He stated he is experienced in the sale and service of alcohol. Mr. Gayle briefly described how he trains his employees in the sales and service of alcohol. He stated he will attend Liquor Enforcement Officer Younger's alcohol training class. Mr. Gayle stated he has experience with dealing with visibly intoxicated individuals. He stated he has a copy of the Colorado Liquor Code on premise. Judge Lane approved the application from Rasta Pasta of Fort Collins, Inc., to register Michael R. Gayle as Manager of Rasta Pasta, 200 Walnut Street. Request from Panhandler's Pizza, Inc., dba Panhandler's Pizza to Change, Alter, or Modify the Licensed Premises at 1220 West Elizabeth Street, Suite A. Approved John Olson, representative for Panhandler's Pizza, Inc., briefly described the proposed changes. He stated the landlord is building the patio and that the patio will seat 14-16 patrons. Mr. Olson stated the patio will be elevated 2 feet off the sidewalk. He stated his managers will monitor the patio. Mr. Olson stated the proposed changes will be completed by the middle of June. Judge Lane approved the request from Panhandler's Pizza, Inc., dba Panhandler's Pizza to Change, Alter, or Modify the Licensed Premises at 1220 West Elizabeth Street, Suite A. May 2, 2005 Transfer of Ownership of Seven Eleven #17900, 3035 West Prospect Road, from 7-Eleven, Inc., to The C Store Inc. and Trade Name Change to The C Store, Approved Rex S. Miller, representative for The C Store, Inc., stated he will not be involved in the day to day operation of the store. He stated he has hired a manager with extensive experience in the operations of a convenience store. In response to questions from the Judge, Mr. Miller reviewed details of the diagram. He stated they will not change the hours of operation. Mr. Miller stated he does not have a copy of the Colorado Liquor Code on premise. Bridgett Laday Holmes, manager, briefly described the training she will require her employees to complete. She stated she will require them to sign a statement that they are aware of the identification requirements for the sale of alcohol. Judge Lane approved the transfer of ownership of Seven Eleven #17900, 3035 West Prospect Road, from 7-Eleven, Inc., to The C Store, Inc., and Trade Name Change to The C Store. Hearing on a New Application from The Armstrong Hotel, LLC, for a Hotel -Restaurant Liquor License at The Armstrong Hotel, 259 South College Avenue, Approved Judge Lane stated this hearing had been continued from April 11, 2005 and briefly reviewed the items heard at the previous hearing. Steve Levinger, representative for The Armstrong Hotel, LLC, was sworn and briefly described their plans with the liquor license. He stated this will be an amenity for their hotel guests. Mr. Levinger stated he will amend the diagram to include where the liquor storage will be. He stated he has hired a professional bartender to serve alcohol at the events held in the ballroom. Mr. Levinger reviewed alcohol service policies. He stated he does not have the Colorado Liquor Code on premise. Judge Lane adopted Resolution 2005-07 approving the application from The Armstrong Hotel, LLC, for a Hotel -Restaurant Liquor License at The Armstrong Hotel, 259 South College Avenue. Hearing on a New Application from Tiger Lily Chinese Cuisine, LLC, for a Beer and Wine License at Tiger Lily Chinese Cuisine, 1228 West Elizabeth Street, C-11, Approved Lily Ho, representative for Tiger Lily Chinese Cuisine, LLC, was sworn. She stated the restaurant has been open for 2 '/2 years. Ms. Ho stated her customers have requested that they serve alcohol. She stated this location was previously licensed as Consuelo's Mexican Restaurant. Ms. Ho stated they do not intend to stay open late to serve alcohol. She stated that 80% of their gross sales will come from the sale of food. Ms. Ho briefly described the training she has received. She stated she has attended Liquor Enforcement Officer Younger's liquor training class. Ms. Ho stated she and her husband will be primarily on premise. She stated she does not have a copy of the Colorado Liquor Code on premise. May 2, 2005 Ms. Ho briefly described the petitioning process. She stated she received many positive comments in support of the application. Judge Lane adopted Resolution 2005-10 approving the beer and wine license from Tiger Lily Chinese Cuisine, LLC, dba Tiger Lily Chinese Cuisine, 1228 West Elizabeth Street, C-11. Hearing on a New Application from BigDog, LLC, for a Hotel -Restaurant Liquor License at Flambe's International Grille, 1027 West Horsetooth Road, Suite 103, Approved Ms. Ablao stated she will stipulate to the petitioning process done by Esquire Petitioning Services, LLC. Judge Lane marked the petitions as Exhibit 1. Doug Shaw, representative for BigDog, LLC, was sworn. He briefly described his background in the hospitality industry. Mr. Shaw stated he will not be involved in the day to day operations. He stated this establishment will primarily be a restaurant. Mr. Shaw stated that they anticipate 15% of their gross sales will come from the sale of alcohol. He stated they will establish a hostess desk on the patio for monitoring purposes. Mr. Shaw stated he has a current copy of the Colorado Liquor Code and that all employees will receive a copy as part of their new employee packet. Judge Lane adopted Resolution 2005-12 approved the new application from BigDog, LLC, for a Hotel - Restaurant Liquor License at Flambe's International Grill, 1027 West Horsetooth Road, Suite 103. Registration of Bruno Krioussis as Manager of Flambe's International Grille, 1027 West Horsetooth Road. Suite 103, Approved Bruno Krioussis, manager applicant, briefly described the training he has received and his background in the restaurant business. He stated he will have approximately 25 employees. Mr. Krioussis stated any patron that appears to be 40 or under will be carded. He stated he will require employees to involve a manager if there is a problem with a visibly intoxicated patron. Mr. Krioussis stated any employee is found in violation of the liquor code will be terminated. Judge Lane approved the registration of Bruno Krioussis as Manager of Flambe's International Grille, The meeting adjourned at 2:35 p.m. Adjournment 3 K�ALv-� Municipal Judge
