LIQUOR LICENSING AUTHORITY MINUTES
Regular Meeting - November 7, 2005
1:00 P.M.

A regular meeting of the Liquor Licensing Authority was held on November 7, 2005 in Municipal Court,
Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding.

Aimee Jensen, Deputy City Clerk
Robert Younger, Liquor Enforcement Officer
Agenda Review
Deputy City Clerk Jensen stated there are no changes to the agenda.
Consent Agenda
The Consent Agenda is intended to expedite the meeting and allow the Authority to spend its time on
important items on an agenda. Items on the Consent Agenda are (1) routine items; and (2) those of no
perceived controversy. Anyone may request that an item be "pulled" off the Consent Agenda and
considered separately. Items pulled from the Consent Agenda will be considered under "Other
Business" at the end of the meeting.

Judge Lane adopted the Consent Agenda as presented.
Hearing on a New Application from
Jensen Restaurant Company, Inc., for a
Beer and Wine License at
Justine's Pizza, 140 East Boardwalk, Approved
Greg Jensen, representative fox Jensen Restaurant Company, Inc., was sworn. He stated he intends to
attend training with all his employees. Mr. Jensen stated this restaurant will be very similar to the
restaurant in Loveland. He stated this will be a family style restaurant. Mr. Jensen stated he expects
alcohol sales to be approximately 5% of the gross sales. In response to a question from the Judge, Mr.
Jensen briefly described the premise. He stated he will have approximately 8 employees total. Mr.
Jensen stated he will be involved in the day to day operations. He stated he will card any patron that
appears to be under 40. Mr. Jensen stated any employee will be terminated if found in violation of the
liquor code. He stated he has a current copy of the liquor code on premise.

Assistant City Attorney Ablao stipulated to the petitions. Judge Lane entered into evidence the menu
as Exhibit A and the petitions as Exhibit B.
Judge Lane adopted Resolution 2005-20 approving the beer and wine license at Justin's Pizza,140 East
Boardwalk, contingent upon Mr. Jensen attending TIP's or equivalent training.
Show Cause Hearing for Meracana, LLC, dba

313 West Drake Road, Show Cause Notice Vacated
Assistant City Attorney Ablao requested that this motion to show cause be vacated.
Judge Lane approved that the motion to show cause be vacated.
Show Cause Hearing for Texas Roadhouse Holdings LLC

4633 Timberline Road Show Cause Notice Vacated
Assistant City Attorney Ablao requested that this motion to show cause be vacated.
Judge Lane approved that the motion to show cause be vacated.
Show Cause Hearing for Young Joo Park,
dba Thirsty's Liquor, 460 South College, Stipulation Agreement Approved
Assistant City Attorney Ablao requested that the licensee not serve the 25 days held in abeyance from
her previous violation. She stated she is requesting the Authority to hold the 25 days in abeyance until
November 7, 2006.
Young Joo Park stated she had not received a copy of the stipulation agreement and that she would
have promptly registered a trained manager.
Judge Lane approved the order continuing the 25 days held in abeyance until November 7, 2006.
Show Cause Hearing for Armadillo Club, Inc.,
dba The Armadillo. 354 Walnut Street, Stipulation Agreement Approved
Alan Dill, representative for Armadillo Club, Inc., stated his client is present. He stated they have
reached a stipulation agreement. Manager of operations stated they have strict guidelines and policies
in place to insure this does not happen again. Mr. Dill stated they will provide Deputy City Clerk with
proof of training within 60 days.
Judge Lane approved the stipulation agreement for Armadillo Club, Inc., dba The Armadillo, 354
Walnut Street.

Show Cause Hearing Continued to December 5. 2005
Assistant City Attorney Ablao requested that this hearing be continued to December 5, 2005.
Judge Lane approved the continuation to December 5, 2005.

dba Tailgate Tommy's, 145 East Mountain Avenue,
Show Cause Hearing Continued to December 5. 2005
Assistant City Attorney Ablao requested that this hearing be continued to December 5, 2005.
Judge Lane approved the continuation to December 5, 2005.
