MONTHLY MEETING
April 1, 1971
The monthly meeting of the Fort Collins Commission on Human Rela-
tions was held at 225 Second Street, Fort Collins, Colorado, Thursday,
April 1, 1971, at 7:30 p.m.

The meeting was called to order by the chairman and the minutes of
the special meeting were approved. Mr. Ralph Parker was welcomed as a
new member.
Chairman Pernie Atherly discussed appointments of each member to
the various committees:
Education - Penfield Tate
Lupe Giron
Ralph Parker
Grievance and Investigation - Ralph Braden
Parker Preble
Luke Long
Dorothy Godinez
Research - David James
John Bustos
Earl Kiely
Publicity - John Moore

Chairman Pernie Atherly announced that Dr. Baird has agreed to be
the liaison member between CSU Human Relations and our Commission.
Goals were discussed for the coming year. Under "Education", we
will have the Human Awarness Course with the Police Department. The
CSU and Fort Collins sub-committes are planning the Northern Colorado
News -Media Conference to be held in May.
Parker Prelbe suggested that the Research Committee meet with the
Denver and Colorado Springs Human Relations Commissions. Penfield Tate
will make arrangements with the Boulder Human Relations Commission for
us to meet with them on April 21, 1971.
Parker Prelbe said that Sheriff Watson has agreed to attend one of
our meetings.
Dr. Preble also suggested that all members attend an open meeting
on drugs, given by David Smith, Saturday, April 24, at the CSU Student
Center Ballroom.
Discussion was brought up about circulars being passed out at Steele's
Market, which read, "Support your Local Police."
We were reminded to attend a group meeting April 2, at Volunteer
Clearing House with "TEEM" to better Community -Police Relations.
In discussing how much power our Committee has, Rev. Baird said,
"We need to understand the two different kinds of power, Police
Coercive, or Public opinion which we have in great abundance."
Penfield Tate invited this Commission to play the Star Power Game with
the CSU Human Relations Committee. Discussion was brought up about "Con-
sultantes de Aztlan". Penfield Tate suggested we contact them inquiring
about price, content, etc.
Formal complaint slips were discussed. One made up by "TEEM" was
passed around. Everyone agreed it was too formal and may scare one
from making a complaint. Rev. Baird suggested that it be bi-lingual.
There being no further business the meeting was adjourned.
