HomeMy WebLinkAboutHuman Relations Commission - Minutes - 08/09/1973f M I N U T E S FORT COLLINS HUMAN RELATIONS COMMISSION August 9, 1973 The regular monthly meeting of the Fort Collins Human Relations Commission was held in the City Council Chambers of the Municipal Building at 7:30 p.m., on August 9, 1973. Members present: Rev. James Baird Dr. Parker Preble Mr. David Moore Mrs. Ann Azari Mr. Sam Van Why Rev. Edward F. Ostertag Mr. David Osborn Mr. Gerald Templer Also present: Mr. John McGraw Mr. Bill Evans Ms. Sonya Nornes Members absent: Mr. Seymour Graham Mr. Wilbur Scarborough Mr. Luke Long Mr. Victor Bueno Mr. Carmel Solano Sister Elizabeth Dyer Mr. John Clifford The meeting was brought to order by Chairman Baird at 7:30 p.m. Guests were recognized and introduced to the Commission members. New members of the Commission were all duly recognized and made welcome. Members absent were excused -- Luke Long, Victor Bueno, and Sister Dyer. Chairman Baird reviewed City Ordinance 35, which created the Fort Collins HRC, for the new members - also, City Ordinance 64, which changes term of service from three years to four years for each appointed member of the commission - also, reviewed the HRC Bylaws for all members. Election of new officers for the fiscal year 1974 were held and Rev. James Baird was re-elected as Chairman. Mr. David L. Moore was nominated and elected as Vice Chairman. Mr. David Osborn was nominated and elected as Secretary. These new officers will take over their duties at the September meeting. Mr. Bill Evans gave a report on the study of the Fort Collins Police Dept. he is now doing. Mr. Evans is from Washington D.C. and has conducted similar studies throughout the country. David Osborn reviewed the new proposed Human Rights Ordinance and instructed each member to make several changes in the working of the Human Rights Manual, particularly anything pertaining to "Life Style." Dave advised this would in most cases be un-enforceable, arbitrary and too elusive. It was decided that each member would thoroughly review his copy of the HR manual and be prepared at the next meeting to discuss and make final recommendations to the City Council for adoption of this ordinance. Dr. Preble advised that the greviance of trash dumping at 109 E. Lincoln has been referred to the office of Sanitation and Public Health and had nothing new to report at present. Chairman Baird asked each member present to put on a slip of paper his or her preference of work committees to be assigned at next meeting. Meeting was adjourned at 9:00 p.m. Next meeting to be held on September 13, 1973 at 7:30 p.m. in City Council Chambers. Respectfully submitted, Jerry Templer, Secretary -2-
