The meeting was called to order at 7:45 P.M. by David L. Moore, Vice Chairman Members Present: Excused Absences Dr. Parker Preble Reverend Dr. James Baird Mr. David L. Moore Mr. Luke Long Ms. Ann Azari Mr. Charles Solano Mr. San Van Uhy Father Edward Ostertag Mr. David Osborn Sister Elizabeth Dyer Mr. John Clifford - Staff President Mr. John McGraw - Administrative Asst. Mr. Roger Billotte, Guest, Colorodoan Reporter II. The minutes were not read. I•II. A substantial protion of the meeting was spent reviewing and amending a proposed resulution from the research committee. After much discussion, it was decided by all that more research was required. Mr. McGraw was directed by the vice-chairman to seek information from the parks and recreation department with relation to current community programs and potential programs which might serve as vehicals for police crrmunijy relations. Father Ostertag moved that the resolution be tabled until the next meeting. Dr. Preble provided the second and the motion carried 8 to 0. M M Page 2 IV. Father Ostertag moved that the time limit of 9:00 P.M. be extended until the proposed Human Rights Ordinance could be considered. Sam Van Why seconded the motion and it carried 8 to 0. V. Father Ostertag conveyed concern that a Human Rights Ordinance mast be fully enforced and that perhaps a non -city agency would be more able to perform the actions required to do so. Dr. Preble noted that such enforcement was a matter of the City Manager's Accountability and integrity and that it would be the role of the Human Relations Commission to provide the necessary checks on the effectiveness of the ordinance and its enforcement. Dr. Preble moved the following: that the City of Fort Collins Human Relations Commission recommends to the city council passage of a Human Rights Ordinance prohibiting discrimination in Housing, employ- ment, and public accomodations based on the Bolder Human Rights Ordi- nance with the exception of the equal protection provision, section 6-2. The motion was seconded by Mr. Clifford and carried 9 to 0 with the inclusion of a proxy vote from Mr. Long. Mr. Moore expressed his support for the inclusion of section 6-2 as a matter of personal principal but voted for the motion. Mr. McGraw was directed by the vice chairman to direct the recommenda- tion to the city council along with a request for a meeting between the council and the H. R. C. prior to the next regular Human Relations Commission meeting. VI. Vacancies were announced by the vice chairman as follows: Mr. Wilbur Scarborough submitted his resignation to the chairman by mail. His position will be filled by another representative from the CSU Human Relations Commission. Mr. Victor Bueno requested that the vice chairman announce Mr. Bueno's resignation for health reasons. Mr. Seymour Graham's third unexcused absence was announced. The resignations were recognized by all, and the existence of three vacancies shall be conveyed by the chairman to the city council. VII.
