Subject: Minutes of November 7, 1973, meeting at 4:00 P.M -
I. The meeting was called to order at 4:10 P.M. by Rev. Dr. Baird,
Chairman.

II. Ile discussed our special meeting with the Fort Collins City Council
for 8:30 P.M., November 7, 1973, to determine the focus and presen-
tation of the joint meeting.
It was decided that the Research Committee would make the formal
presentation of the proposed Human Rights Ordinance with, of course,
comments and insights to be added by anyone during general discus-
sion. As Dave Osborn would be unable to attend the evening meeting,
David L. Noore was to begin the formal presentation of the Ordinance
and John Clifford to begin the discussion of the Ordinance's passage
and its subsequent effect on the role of the Human Relations Commis-
sion.
The evening meeting was to begin with introduction of the Commission
members to the Council. Then by way of introduction to the proposed
ordinance, the Chairman was to explain our reasoning and rationale
for recommending passage of the ordinance. Each of the members then
present stated the reasons for their support of the recommendation.
The main concerns seemed to be that; first of all, it is extremely
important that our community make a positive statement on the local
level that equal rights and opportunities be afforded all its
citizens; second, that our creating ordinance directed us to seek
means for eliminating intolerance and discrimination in the areas
of employment, housing, and public accomodations, and this ordinance
is the best means for achieving those ends; third, that an enforcing
sanction is necessary so that the above stated ends may be better
achieved; fourth, that it is a well-known maxim that justice delayed
is justice denied and that the eight month time lag in enforcement
of state and federal laws makes their enforcement meaningless on a
local level; fifth, the ordinance may be used as an educational
device for changing attitudes in a positive way.

III. Upon the invitation of John McGraw, Tom Fraser came to discuss the
role of the Recreation Department in Community Police Relations.
Two areas identified as needing recreational activities are the
Buckingham, Colonia, Andersonville area and the Holy Family area
in North Fort Collins. There i,.as agreement that proLramming and
coordination needs to be done in the Buckingham area to plan the
recreational activities for the next year; particularly concerning
the use of the park in order to avoid possible confrontations this
next spring. I1r. Fraser also indicated a willingness on the part
of the Recreation Department to set up a youth program centered
around the Holy Family church area.
