November 15, 1973
I. The meeting was called to order at 7:35 P.M. by the Chairman, Rev.
Baird.

II. The minutes were read and approved.
Excused:

III. It was agreed that the December meeting be skipped with the next
regular meeting to be January 10, 1973, at 7:30 P-H-
IV. The reaction of the Council members to our presentation of the pro-
posed ordinance was discussed. It was generally thought the reaction
was very positive, and we have every expectation that the Human Rights
Ordinance will be passed.
V. A special committee on Police/Community Relations was formed to do
research and evaluation of the area and report back to the Commission
at the next general meeting. It will be chaired by John Clifford
with additional members Elizabeth Dyer, Sam Van 11hy, David L. Moore,
and John IcGraw assisting.
VI. A special study group to consider possible restructuring of the
Commission to be chaired by Rev. Ed Ostertag was formed. Assuming
passage of the ordinance, it was felt the Commission needed to
redefine its purposes and functions. Other members appointed include
Jerry Templer, Luke Long, and Parker Preble. The committee will
report at the January meeting.
VII. Rev. Ostertag made the motion that the HRC ask the City Manager and/or
the City Council to advise us of the criteria upon which decisions
were made, as well as how that criteria was arrived at. Further, that
the HRC expresses its desire to become involved in the above process.
The motion passed unanimously.
Rev. Baird noted as a point of information that on February 8, 1973,
the HRC went on record as deciding not to involve itself in the above
process. The above motion, therefore, represents a change in position
by the HRC.

VIII. Sam Van Why pointed out the importance of discussing our functions
and priorities for the following year and suggested we determine the
order of importance of matters on the January agenda. It was then
decided that our future direction take priority on the agenda and
we not invite the Assistant Police Chief and training officer until
the February meeting.
IX. The grievance and investigation committee was given full discretion
to investigate a complaint brought against a city inspector and to
determine the appropriate course of action.
