(377-4217) SUMMARY OF MEETING: The LPC reviewed conceptual plans for 111 N College Ave. They recommended a more simplified design, which includes further revision to the cornice, awning, and balcony. The LPC approved plans for the addition of a new detached garage at 315 E Olive St, pending submittal of additional information about proposed siding materials. CALL TO ORDER AND ROLL CALL: Commission called to order by Chairwoman Angie Aguilera, with a quorum present at 5:30 p.m. at 281 N. College Ave., Fort Collins, Colorado. Earen Russell, Heather Donahue, Ian Shuff and Alan Ballou were present. Agnes Dix and Alyson McGee were excused. Carol Tunner represented City staff. GUESTS: Jenny Bramhill, owner, Jim Cox, architect, and Ingrid McMillian -Ernst, architect, for 111 N. College Ave, Windsor Hotel; Gwyn Robe, owner, and Samuel Jernigen, for 315 E. Olive St., A.M. Woods House. AGENDA REVIEW: A revised agenda was given to the Commission. APPROVAL OF MINUTES: The December 14, 2006 minutes were approved as submitted. PUBLIC COMMENT: None. STAFF REPORTS: None. COMMISSION MEMBER REPORTS: Ms. Aguilera reported that the February 2, 2006 DDA meeting was cancelled. Agendas will be given out at the DDA meetings. PUBLIC INPUT: None. CURRENT REVIEW: 1. 111 N. College Ave., Windsor Hotel —Rebuild Rear Wall and Construct New Entrances, 2"d Conceptual Review —Jim Cox, Architecture Plus; Ingrid McMillian -Ernst, Architecture Plus; Jenny Bramhill, owner. Earen Russell recused herself from the item due to her involvement with EDAW's alley beautification project. Ms Tunner reminded the LPC that the building is not in the Old Town District therefore the LPC should use the Secretary of the Interior's Standards for he Treatment of Historic Buildings when evaluating the proposed plans. Landmark Preservation Commission February 8, 2006 Meeting Minutes Page 2 Ms. McMillian -Ernst gave a presentation of the conceptual plans of the rear wall reconstruction. The proposed work would include a secondary rear service entry and a new storefront entry, both with ramp and landing shared with the adjacent building. The service entry would be inside of an inset vestibule. An asymmetrical metal awning would be installed over the new storefront. A 4" by 8" art area would be added to the left of the service entry. The exterior would be brick on the bottom and stucco on the top half, with full height pilasters on each side of the building. There would be a metal cornice along the top. Also added was a second balcony in front of a restored second story door. Three second story windows would also be restored. Ms. Tunner presented her staff report. The building is a local landmark with an historically reconstructed front. The first conceptual review was held on January 11, 2006 to discuss replacement possibilities for the current unstable rear wall. Previous work on the front of the building utilized City funds and possibly State Historic Society funds. Ms. Tunner said the windows and doors need to remain wood to stay compatible with the building's historic fabric. The lintel design across the storefront would be compatible; however, the modernized steel awning is out of character with the historic building. Ms. Tunner told the applicants the LPC typically approves 45 degree slant fabric awnings or free flowing valences because these are elements seen on historic buildings. She reminded the applicants that the direction from the first conceptual review was to keep the design simple. The rear of the building should meet the Secretary of the Interior's Standard (9), and will need to be a simplified contemporary version of the historic period to keep in character. Ms. McMillian -Ernst replied many features were taken from the vernacular. She found many metal awning examples in Old Town on College Avenue. The Opera Galleria is an example of an historic building with a rear featuring nonhistoric features such as a cornice. She also questioned the change of context presented by EDAW's alley beautification project. Can the alley as a whole maintain its historic character and context given the drastic change of design and use? She questioned whether it was appropriate to require older design elements given alterations in the alley. Ms. McMillian -Ernst asked about the window materials. They would like to use metal for durability. Mr. Shuff responded it would be possible to get the correct proportions with aluminum. He said it would be more important to use wood if the rear were a reconstruction rather than a remodel. The LPC gave their comments regarding the conceptual plans, and acknowledged that approving work on the reconstructed rear of an historic building is new territory for them. Both Mr. Shuff and Ms. Aguilera said the majority of the design is well done, but given their previous recommendation to keep the design simple, some elements are unexpected. Mr. Shuff stated that it Landmark Preservation Commission February 8, 2006 Meeting Minutes Page 3 is possible to create a contemporary, modern, edgy design for the rear. There are, however, some incompatible elements that need work. Mr. Shuff thought the windows and the recessed storefront were strong design elements, but felt the balcony and awning were neither integrated nor compatible. Mr. Ballou found the metal awning incongruous, and thought a simpler design, similar to the front, would be more handsome. Ms. Donahue asked the applicants if they had given thought to a simpler design for the balcony. She also felt the canopy was unnecessary. Ms. Aguilera liked the proportions, colors, mix of stucco and brick, columns, and the metal header. The mix of materials helps to give the building depth. She stated the design needed more work to be an appropriate blend of old and new, and that it seemed unsure of whether it wanted to be modern or more traditional. The skewed metal awning was the feature the LPC felt needed to be redesigned the most. Mr. Cox said it was included to add a human scale to the building. The LPC replied that they were not against the idea of an awning, but that it needs a more traditional design. Ms. McMillian -Ernst asked what they needed to do next. Ms. Aguilera told the applicants that they should submit revised plans at the next conceptual/final review, then the LPC will vote on the final submitted design. She told the applicants that they were on the right track, but that the top cornice, balcony, and awning are the pieces in the current design that do not work. She added that Ms. McMillian -Ernst does not necessarily need to cut all three from the final plans, and that an appropriate compatible version of a traditional design would be acceptable. Public Input: None. 2. 315 E. Olive St. —New Garage Current Review —Gwen Robe, owner. The site at 315 East Olive Street is designated as a Fort Collins Landmark. The applicant would like to add a new 600 ft detached garage on the rear of the property. Ms. Robe said she would like the space as a garage and workshop to help with home renovations. The proposed garage will be 20 ft x 30 ft with a design similar to barns in the area. The applicant noted changes to her submitted plan as follows: change the doors to two side hung doors instead of the original roll up design. Windows will be wood, 6/6. Pending approval, the exterior will feature two different sidings — cedar shingle on the North and East elevations, and horizontal cedar siding on the South and West, but will be stained a weathered Cape Cod grey on all sides. Ms. Robe showed samples of the roofing and shingles. Mr. Shull moved to approve the new proposed garage, pending submittal of additional information regarding proposed materials and products to Ms. Landmark Preservation Commission February 8, 2006 Meeting Minutes Page 4 Tunner, with the following changes as discussed: tapersawn cedar shingle siding on the North and East elevations, and horizontal cedar siding on the South and West elevations; and change of garage door from overhead to a pair of hinged doors with curved radius overhead. Heather Donahue seconded, motion passed unanimously, 5-0. Public Input: None. OTHER BUSINESS: Training —Rehabilitation of Historic Buildings Slideshow—Carol Tunner. This item was postponed.
