GOLF ADVISORY BOARD
MINUTES: Regular Meeting - October 19, 1983
The meeting was called to order at 7:35 P.M. by Bill Zech, serving as Acting
Chairman for this meeting. Chairman, Tom Skillman, and Vice Chair, Eileen Banks,
both called and could not attend. Alternate member, Shirley Adams, was given
voting status.
Agenda Review - Staff added one item, as follows: "C.S.U. Women's Golf Team
Proposal".
Citizen Participation - No Citizen Participation.
Minutes - The Minutes of the last Regular Meeting of September 21, 1983, were
approved unanimously as submitted, on a motion by John Drescher,
seconded by Shirley Adams.
Councilman Ed Stoner, City Council laision to the Golf Board, was welcomed to
the meeting.
OPEN FORUM - Ranger Program
Jerry P. Brown opened the discussion with a summary of the costs of the recent
6-week experiment with Rangers. We spent $2,591.87 of Contingency money. A
full program next year of similar structure could cost us $500 per week, maximum.
No funds are budgeted for Rangers in 1984, but Contingency money is available.
Jerry then referred to the written comments submitted by Henry Hauser, Jim Doyle,
and Carl Herzman, who served as our Rangers at City Park Nine (who all could not
attend tonight's meeting), and comments from Jim Greer and Robin Stroup.
Jim Greer and Bill Metier were then asked to summarize their feelings. Jim stated
that the program is too expensive, and since there is no budget, that existing
staff should handle a scaled -downed version of a Ranger Program. Bill said if we
had the money, O.K., but a full Ranger Program is really not necessary at Collindale.
We need more personnel in the Clubhouse rather than spend money on Rangers.
After further discussion, on a motion by Carl Kansala, seconded by Shirley Adams,
the Board voted 5:1 to recommend that the Pro Shop staff continue to monitor play
at a greater frequency, and approximately $100 per month/per course be added to
the Pro Shop Budgets from around May to September, for a modified Ranger purpose.
Jerry said Contingency money could cover this expense, and we would look at
amending the contracts of the two Golf Professionals at the next review period to
cover this change.
C.S.U. Women's Golf Team Proposal
We received a letter from Jennifer M. Woods, C.S.U. Women's Golf Coach. She
states that in April, 1984, the C.S.U. Women's Golf Team will be hosting the
High Country Conference Championship. A maximum of 48 players (12 tee times)
playing four rounds, is anticipated. Players from the University of New Mexico,
B.Y.U., Weber State College, Air Force Academy, and New Mexico State University
(as well as C.S.U.) will be participating. Since this is not a profit seeking
venture, and College Golf Budgets are limited, she asks for our support to charge
a fee reduced to an appropriate level.

Staff has considered this request thoroughly, and stated its opinion. Generally,
April is an acceptable month for this type of activity, and the good PR associated
with this event could be positive. Based on our new 1984 out -of -city green fees,
and the ratio of green fee rounds played, a fee of $151 per team could be charged.
However, staff recommends a 50% discount (similar to the maximum discount allowed
for 'financial hardship' requests, and that we charge each visiting team $75.00.
After further discussion, on a motion by John Drescher, seconded by Bill Zech,
the Board voted unanimously (6:0) to ask staff to invite C.S.U. to host the
1983/84 High Country Conference Championship at Collindale, at a rate of $75 per
each visiting team.
Other Business
- Jerry P. Brown informed the Board of the recent Fire Authority and Health
Department violations at the Collindale Snack Bar. The Health Department has
closed us until we can correct all violations. Since the contract for 1983
effectively ended on October 1st, there is no real serious impact on us.
Staff is working with the concessionaire to correct the problems.
- Shirley Adams stated her concerns about children on the golf course and
driving ranges, especially in regards to our liability. Golf Division policy
prohibits non -golfers on the course, except for special circumstances, such
as tournament galleries, etc., and our insurance covers such potential liability.
- Councilman Stoner asked about the possibility of a fence or some structure along
Horsetooth Road adjacent to No. 1 fairway, as a possible determent to vandalism.
Staff said we are waiting for Horsetooth to be widened, but we will look into
potential temporary solutions.
- Neil Johnson provided his monthly update report on the status of SouthRidge
Greens Golf Course. Jerry P. Brown distributed copies of the Coloradoan
story on SouthRidge, and said that the Board should be aware that there are
'rumors' that Bucain may want to attempt to amend their contract with the
City regarding the potential sale of 'Memberships', including to local
homeowners. Jerry reminded the Board that the prior Board was unanimously
opposed to any such action.
- Jerry distributed the 1983/84 "City of Fort Collins Boards and Commissions
Manuals" to Board members.
- Jerry noted the memorandum on the change of telephone numbers for Collindale
and City Park Nine.
- Financial and Statistical Reports for September were received and filed.
The meeting was adjourned at 8:55 P.M.
