Fort Collins Citizen Review Board Minutes
Review Subcommittee Meeting
Wednesday, 09-14-99, 6:42 pm.
Human Resources Conference Room, 200 W. Mountain
Present: Becky Richardson (Chair), Rick Aulino, Monica Garcia, Carole Stansfield
(Alternate)
Others: Lt. Hal Dean (Police Services), Greg Tempel (City Attorney's Office)
Agenda;
• Review procedure for the subcommittee
• Go into executive session to discuss the case
• Come out of executive session to take vote ( if needed)
The meeting started as we talked about procedures that will be used for the meeting. The
subcommittee would conduct all of its discussions regarding case IA #99-30 in executive
session. The subcommittee allowed both Greg and Hal to participate in the executive
session to answer any questions that we may have had.
The subcommittee then went into executive session and discussed the case. The case was
completely reviewed and a memo was drafted explaining the decision of the
subcommittee.
The subcommittee came out of executive session. Rick made the motion "That the
subcommittee approve the memo explaining our findings as written and send a copy of it
to John Fischbach, Fort Collins City Manager and Chief Dennis Harrison, Chief of the
Fort Collins Police Department." Monica seconded. There was no discussion. The motion
carried 3-0. Becky will type of the memo and bring it to the next CRB meeting for
approval by the other subcommittee members.
The subcommittee will also draft a second memo concerning the accuracy of the
investigation and send it to Chief Harrison, Lt. Dean and Sgt. Gonzales. Rick will do the
first draft of this memo. Finally, the subcommittee will also draft a press release
describing their findings to be approved by the full Citizen Review Board. Rick will also
do the first draft of the press release.
The meeting was adjourned at 8:45 pm.
