A regular meeting of the Liquor Licensing Authority was held on May 1, 2006 in Municipal Court,
Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding.

Agenda Review
Deputy City Clerk Jensen stated there are no changes to the agenda.
Consent Agenda
The Consent Agenda is intended to expedite the meeting and allow the Authority to spend its time on
important items on an agenda. Items on the Consent Agenda are (1) routine items; and (2) those of no
perceived controversy. Anyone may request that an item be "pulled" off the Consent Agenda and
considered separately. Items pulled from the Consent Agenda will be considered under "Other
Business" at the end of the meeting.

Judge Lane adopted the Consent Agenda.

Stipulation Agreement Approved
Tim Dow, attorney representing Mini -Corporation, stated he has reviewed the stipulation agreement
with his client. He stated the owner and her employees will attend training. He stated the employee
that served the underage operative was immediately terminated.
Assistant City Attorney Ablao summarized the stipulation agreement. She stated that the Licensee has
agreed to a 15 day suspension, 3 days served (paid fine in lieu of suspension $1103), 12 days held in
abeyance for 1 year for violating C.R.S. 12-47-901 (a.5)(I) of the Colorado Liquor Code, permitting the
sale or service of alcohol beverages to a person under the age of 21 years.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Matchups, 625 South Mason Street.

Stipulation Agreement Approved
Tim Dow, attorney representing Wine Ventures, Inc., stated he has reviewed the stipulation agreement
with his client. He stated the owner and her employees will attend training. He stated the employee
that served the underage operative was immediately terminated and that the licensee has purchased a
drivers license scanner.
Assistant City Attorney Ablao summarized the stipulation agreement. She stated that the Licensee has
agreed to a 15 day suspension, 3 days served (paid fine in lieu of suspension $248), 12 days held in
abeyance for 1 year for violating C.R.S. 12-47-901 (a.5)(I) of the Colorado Liquor Code, permitting the
sale or service of alcohol beverages to a person under the age of 21 years.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Old Town Wine & Spirits, 105 West Mountain.

Ron Leonard, representative for D. Martin Group, Inc., stated he has reviewed the stipulation
agreement..
Assistant City Attorney Ablao summarized the stipulation agreement. She stated that the Licensee has
agreed to a 15 day suspension, 3 days served (paid fine in lieu of suspension $609), 12 days held in
abeyance for 1 year for violating C.R.S. 12-47-901 (a.5) (1) of the Colorado Liquor Code, permitting the
sale or service of alcohol beverages to a person under the age of 21 years.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Elliott's Martini Bar, 234 Linden Street.

Stipulation Agreement Approved
Shane Belcher, Brian Cook, and Megan Ingram, representatives for CBI Enterprises, Inc., were present.
Mr. Cook stated he is working closely with Liquor Enforcement Officer Younger to correct this
situation and ensure that it does not happen again. He stated Washington's has confiscated more fake
W.'s than any other establishment in the City of Fort Collins.

Liquor Enforcement Officer Younger stated the licensee has been cooperative with the City and that
they have recently attended his training.
Assistant City Attorney Ablao summarized the stipulation agreement. She stated that the Licensee has
agreed to a 6 day suspension,1 day served (paid fine in lieu of suspension $200), 5 days held in abeyance
for 1 year for violating Regulation 47-900 of the Colorado Liquor Code and City Code Section 3-81,
conduct of establishment and not reporting a physical disturbance to the police.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Washington's Sports Bar & Grill, 132 LaPorte Avenue.

Assistant City Attorney Ablao withdrew her Motion to Show -Cause for The Armadillo, 354 Walnut
Street.
Registration of Jerry Schott as

Jerry Schott, manager applicant, stated he has been in the restaurant business for 30+ years. He briefly
described the training has has received. Mr. Schott stated he has approximately 10 employees involved
in the sale and service of alcohol. He stated he or an assistant manager is always on premise. Mr. Schott
stated all patrons are carded. He stated Armadillo, Inc., has designated trainers responsible for training
employees. Mr. Schott stated any employee found in violation of the liquor code is immediately
terminated. He stated he has a current copy of the liquor code on premise.
Judge Lane approved the registration of Jerry Schott as Manager of The Armadillo, 354 Walnut.
Request from Rio Grande Mexican Restaurant, Inc.,
dba Rio Grande Mexican Restaurant to Change, Alter,
or Modify the Licensed Premises for June 17, 2006 Approved
Kathleen Rafferty, representative for Rio Grande Mexican Restaurant, Inc., stated they will have
employees stationed at every entrance and exit. She stated they will have employees monitoring patrons
throughout the entire premise. Ms. Rafferty stated they are working closely with Poudre Fire Authority.
She stated employees at the entrances and exits will have walkie-talkies and counters to ensure they do
not exceed the occupancy load set by PFA. Ms. Rafferty stated they have done these types of events
in Denver and Boulder without incident.
Judge Lane approved the request from Rio Grande Mexican Restaurant, Inc., dba Rio Grande Mexican
Restaurant to Change, Alter, or Modify the Licensed Premises fox June 17, 2006 at 149 West Mountain
Avenue.

Hearing on a new application from
Quattro Vino, Inc., for a Retail Liquor Store License
at Quattro Vino, 4019 South Mason Street, Suite 5 Approved
Tim Dow, attorney representing Quattro Vino, Inc., stated the applicant is ready to proceed.
Max Scott was sworn. He stated that this is a very high approval rating for this type of application. Mr.
Scott stated they received interest from the neighborhood for purchasing wine online.
Judge Lane marked the petitions as Exhibit A.
Matt Haines, representative for Quattro Vino, Inc., was sworn. He briefly described his background.
Mr. Haines briefly described the concept of this business. He stated the emphasis will be wine sales.
Mr. Haines stated they will be shipping to individuals for private consumption only. He stated they will
not have malt beverages for sale and only a small offering of spirituous liquors. Mr. Haines described
how they will ensure that a delivery is not made to an underage person. He stated they will have a
current liquor code on premise. Mr. Haines stated he will be responsible for the day to day operations.
He stated any employee found in violation of a liquor code will be immediately terminated. Mr. Haines
briefly described the diagram. He stated he anticipates approximately 80% of sales will be in the store.
Judge Lane marked a description of i.d. procedures as Exhibit B.
In response to a question from Assistant City Attorney Ablao, Mr. Haines stated that he is not aware
of the type of training UPS employees receive on identifying false i.d.'s and the level of intoxication of
the person receiving a delivery. Mr. Haines stated they will not ship spirituous liquor. He stated he will
attend Liquor Enforcement Officer Younger's training.
Judge Lane adopted Resolution 2006 - 04 approving an application from Quattro Vino, Inc., for a retail
liquor store license at Quattro Vino, 4019 South Mason Street, Suite 5.
Hearing on a New Application from
FCTDMI, LLC, for a beer and wine license at
Taco Del Mar,1823 East Harmony, Approved
Paul Michaelson, representative for FCTDMI, LLC, was sworn. He stated that Taco Del Mar's are
similar in concept to Subway. Mr. Michaelson stated they have received requests from their patrons to
serve beer and wine. He stated they will be open 6 a.m. -10 p.m., Monday through Thursday and open
until midnight on Friday and Saturday nights. Mr. Michaelson stated all employees will receive training
in the sale and service of alcohol. He stated any employee found in violation of the liquor code will be
immediately terminated.
Mr. Michaelson briefly described the petitioning process. He stated he received positive comments in
support of this application.

wine license at Taco Del Mar, 1823 East Harmony.
