Minutes were approved as corrected. Staff: Jaime Mares Correction: Steve wrote a letter to the Collegian newspaper pertaining to the discriminatory ad placed in the newspaper about an all -female review at Fort Ram. This letter was sent with the consent of the Commission. II. Committee Reports: A. Committee of Executive Delegation (CED) - Susan - No report Steve Roy, City Attorney, attended the meeting to discuss ways by which HRC members can act as individuals in filing discrimination complaints; his opinion about the legality of such actions. He brought with him a grievance form for filing a discriminatory grievance that his staff is preparing for use. He discussed the article of the City Charter relating to discrimination, the procedure by which a complaint may be filed, and the investigation procedure. Following this discussion, HRC members voted to continue to send letters pointing out acts of discrimination. Moved, seconded, and passed 8-0. The second motion was made to modify the language of the letters to sound authoritative but not like an enforcing agency. Moved, seconded, and passed 8-0. The third motion asked that the letter written by Steve Francis to the New Creations Health Club, Ltd. pointing out a discriminatory action be sent. Jaime recommended, as Staff Liaison, that the Commission wait until City Council reviews the practice of sending letters to determine if these actions fall under HRC's responsibilities. After discussion, it was moved and seconded that HRC will send the letter to the New Creations Health Club, Ltd. and passed 8-0. 200 West Mountain Avenue, Suite A • P.O. Box 580 • Fort Collins, CO 80522-0580 • (303) 221-6535 Steve announced that from 2 P.M. - 4:30 P.M. on February 9, 1989, Joe Cooper will present a Public Educational meeting in Council Information Chambers. Pertains to civil rights laws in general as relating to the HRC. B. Police - Fred The police sub -committee has written a "Procedure for Hearing Citizen's Complaints Against the Fort Collins Police Department." With a few minor changes, it will be presented to HRC at the next meeting for approval, then sent to the Police Chief. C. EEO/AA - Kathy - No Report D. HRC Award - Kathy Meeting set up with Jaime at 4:00 P.M. on 1-17-89 to go over procedures. Representative from Human Development will attend. E. Community Action Board - (CAB) - Mary Crossroads has filed a grievance against Human Resource Committee of Community Action Board because Crossroads funding for the next year was cut. F. Human Relations Commission/Commission on Status of Women Work Project - Randy Reported that he had taken our three choices of goals for the year to the Commission. Also, had discussed with them the discrimina- tion issues we have been looking at. G. Martin Luther King, Jr. - David - No report. III. Old Business Rosemary will file a complaint against Fort Ram. Commission on Status of Women may also file a complaint. IV. New Business: Randy brought to the attention of HRC the lack of priority of human service funding by the City of Fort Collins. Randy, Robin, and Mary, as CAB representatives from HRC, will draft a letter stating our feelings about this lack of commitment and will present it to HRC for approval at next meeting. Will be sent as a Letter to the Editor. Jaime suggested that HRC take a few minutes at the end of each meeting to evaluate the meeting to see how we can be more effective. Members were asked to express opinions about the January meeting. Members agreed that we are doing something constructive and generally were pleased with meeting. V. Meeting adjourned.
