HomeMy WebLinkAboutHuman Relations Commission - Minutes - 12/14/1989Hunan Relations Commission Minutes December 14, 1989 Present: Absent: Staff: Steve Francis, Chairperson Mohan Limaye Becky O'Donnell Lucius Drake, Vice Chair Karen Hoerlein Elaine Boni Marcella Rose Mary Daniel I. The meeting was called to order at 4:40 p.m. II. Minutes from the October and November meetings were approved as amended. III. Committee Reports: A. EEO/AA: No report. B. Police: No report. C. CAB: Elaine Boni and Mary Daniel have been appointed to the CAB. IV. Education Targets: Poudre R-1: Steve reported that only one person, Alex Neth from F.C.H.S. responded to the Essay Contest that was open to all Poudre R-1 high schools. Steve advised he would contact the judges for winner confirmation. Mary suggested that the winner be announced in the Coloradoan. Handicapped: Elaine will attend the Commission on Disability meeting on January 8 to encourage cooperation between the Commissions. University: Steve Francis advised he sent letters to CSU Advocacy groups announcing HRC's support and assistance during the recent racist incidents on campus and in the media. It was reconmended that the press receive a copy of CSU letters by staff Becky O'Donnell. Churches: Lucius has contacted Rev. David Williams, who is considering how to use the services of the Human Relations Commission. Elaine noted that no Catholic Churches were included on mailing list to religious leaders. This will be corrected. It was also requested that Copies of the letter be sent to the press by staff Becky O'Donnell. Steve suggested that members contact religious leaders. Elaine volunteered to contact the 4 Catholic churches. Mary volunteered to contact the 4 Presbyterian churches. Lucius is contacting Immanuel Southern, Southside, First Bible and Front Range Baptists. Steve will take Unitarian, St. Paul's Episcopal, Cc munity Church of 4 Square Gospel, United Campus Ministry. HRC Minutes Meeting of December 12, 1989 Page 2 V. Old Business: A. Marcella Rose has not attended the last 4 meetings. iucius moved for a formal disenrollment of Marcella Rose. Seconded by Mary and passed unanimously. Steve Francis would write the appropriate letter to Marcella Rose with a copy to City Clerk for Council notification. B. The group discussed the frustration of having so few members. The HRC has been operating without some members since August. Steve advised he would send a letter to Councilmember Kirkpatrick about assigning replacements soon. VI. New Business: A. Grace Spearrkik, black teacher from Blevins, will be invited to speak to the HRC on prejudice at the February 8th meeting. C. Revision of civil rights procedure related to discrimination: Steve gave background of filing discrimination complaints. These plaints have not been prosecuted and one has yet to be resolved (New Creations Health Club.) Becky distributed City Code 13 related to Discrimination,. sections 13-16 thru 13-25. Steve expressed his frustration because the procedures do not exist to process these complaints. He maintains we need a method to file and process civil rights complaints. At present, a policeman cannot issue a ticket for a civil rights violation of the discrimination code. The Reconciliation Process" is vague with no guidelines or time limits. At the least deadlines are needed. Also, is a spokesman needed. HRC members are asked to review City Code 13 prior to the January 11 meeting with Councilmember Kirkpatrick, Asst. City Attorney Mary Crnmibaker-Smith and Administrative Services Director Pete Dallow, where procedures will be discussed. VII. Next meeting will be January 11, 1990, 4:30 to 6:00 p.m., Council Information Center (CIC), City Hall West. Meeting adjourned at 6:08 p.m.
