The August retreat of the HRC was called to order by acting secretary Elaine Boni at 4:45 p.m. II. Motion to approve July 12, 1990 minutes was made and approved by all. III. Introduction of new HRC members. A. Members were asked to introduce themselves, and state why they wanted to be on the HRC. Members agreed they were most interested in educating themselves and the community of human rights issues in the community, wanting to keep a pulse on what happens in Fort Collins. This can be best achieved by awareness and education by the HRC. Some members indicate they have joined the HRC from past personal experiences relating to human rights issues they are sensitive to. Other issues are of more recent concern to much of the community such as Cultural Diversity. To raise community consciousness related to civil rights and the silent prejudice in Fort Collins. That by educating and informing the community, the Human Relations Commission will be known as a proactive commission as opposed to a reactive one. And lastly, to help make Fort Collins a better place for EVERYONE. B. Status of present vacancy. City Clerk's Office advised that there were 3 applications on file for City Council to review for current opening, however, it is believed applications will again be solicited with an appointment to be made within 2 months time. IV. Old Business: Discussion of Open Meeting Ordinance. A. Discussion related to the open meeting ordinance changes took place. It appeared that Options A and B provided, were similar in nature, and there was no objection to either ordinance change, though preference by a few members was given to option B. Regarding the ordinance change, which previously had specifically permitted the Human Relations Commission, Police Subcommittee to hold closed meetings, and the revised statement allowing closed meetings only in "executive session", did not present a need for objection, as "executive session" met the closed meeting needs of the police subcommittee. V. Committee Reports: A. EEO/AA - Semi-annual EEO report will be tallied by ED staff and presented at September meeting. Human Relations Commission Minutes of August 9, 1990 Page 2 of 3 B. Police Report - B. O'Donnell talked with Deryle O'Dell, who advised he would be happy to talk with new police subcommittee members, sharing history, information and answering any questions or concerns. He did however, state that he didn't believe the subcommittee was in need of knowing the number of complaints received by the Fort Collins Police Services, nor did he believe it to be the subcommittee purpose, stating this also could be discussed at the new member meeting. I explained to Mr. O'Dell that the request from HRC members is only to keep them informed of local activities, as when citizens confront the HRC asking why nothing is being done by the Police Department in regards to the police complaint process, the HRC can at least be informed of the dates of the filed incidents and their status. It was again suggested that it would be a good idea for the HRC to have a generic form to be completed when complaints of any nature are received by HRC members. This would provide a manual log of all contacts as an HRC member, forwarding copies of complaint information to appropriate agency for follow-up and requesting a copy of the action or reply to complainant. C. Human Relations Award - The Human Relations Award breakfast cost was $497.13. The cost of the HR Award Breakfast will be shared evenly with Latimer County Human Development Department, Community Action Board. Loveland Human Relations Commission again expressed their interest to unite all Latimer County HRC's (Berthoud, Estes Park, Loveland, Fort Collins and Latimer County) in a joint HR Award. Planning for HRC members will begin in November, with all HRC's to meet in December. It was also suggested that a certificate of appreciation be developed and given out to an organization that has promoted diversity and civil rights, or to a board or commission member who has volunteered their time to the City of Fort Collins. With recognition in newspapers for community awareness. D. Community Action Board - Elaine Boni, Mary Daniel and Gary Wells advised that they are in full swing with the Human Resource Committee site visits. Mary Daniel advised she would have to be resigning from the Human Resource Committee/Community Action Board and the Executive Committee of the CAB, stressing the time commitment is too much. Elaine Boni expressed the same concern, stating that the Community Action Board needs to reassess their purpose and the functions of each of the subcommittees. It appears that the Human Resource Committee (which is comprised of 9 members, 3 from Latimer County, 3 from Loveland HRC and 3 from City of Fort Collins HRC), attend site visits and make recommendation to the Community Action Board, who in turn makes recommendation to their respective Council/Commissioner representatives requesting funding. It was agreed the Community Action Board needs to reassess their responsibilities. All members agree this is the most rewarding and educational subcommittee, if you want to learn about the Latimer County community. However, the time commitment, as it is presently, is overwhelming. E. Education Committee - Brochures are available for distribution. Education Committee members will determine distribution with suggestions from all members. Human Relations Commission Minutes of August 9, 1990 Page 3 of 3 VI. Dinner VII. New Business: A. Monthly meeting: The meeting date will remain the same, the 2nd thursday of the month. However, the meeting time will be changed to 5:30 to 7:00 p.m. effective September 13. B. Bylaws were reviewed and goals were set accordingly, defining that all present subcommittees were essential to bylaws purpose. C. Election of Officers - Members were asked who was interested in any officer positions, the following members volunteered. With no objection, the new member officers were approved unanimously and thanked for their interest. Chairperson - Gary Wells Vice Chair - Alysa Stanton Recorder - Rudy Garcia Vlll. Members were asked to think about chairing subcommittees, along with establishing subcommittee objectives and implementation for the September meeting.
