I. Meeting was called to order by Gary Wells at 5:35 pm A motion was made to approve the December
12th minutes. The December minutes should be amended as follows: The person responsible for handling
police citizen complaints will be Linda Beardsley and Mary Daniel. If the HRC receives a complaint from
a city resident, Linda Beardsley will be the liaison. However, if the HRC receives a complaint from a
student at Colorado State University, Mary Daniel will be the liaison.
II. Subcommittee Repo:
A. Committee of Executive Delegation (CED)
Elaine Boni will spearhead the translation proposal which was developed by Lt. Pat Kelly. Mary Daniel
passed around the HRC multicultural workbook The workbook provides resource information on
multicultural training. The book also includes articles and other general information on multicultural
issues. The workbook can be updated continuously by the HRC members and other interested parties.
The resource book will need a permanent location which will allow citizens access to the information.
Several HRC members suggested two potential locations: the Public Library or the Council Information
Center. The CED will work with Jaime and Becky on where the workbook will be located. Jaime also
suggested that the HRC should advertise the book in the "City News". The CED will work with Jaime
and Becky on were and how to advertise the workbook.
Training on the "Voices" video is scheduled for January 13, 1992 at 6:30 p.m. to 8:30 p.m. The training
will be at Colorado State University, Education Building Room 128. Members from the HRC, Commission
on Disability, and Commission on the Status of Women were invited to participate in the training exercise.
Mary Daniel will lead this initial training.

B. Police Subcommittee
Gary introduced Marvin Ness, a former Lieutenant with the Fort Collins Police Department to the Human
Relations Committee. Mr. Ness submitted an appeal to the HRC to review the police process on his
complaint. Mr. Ness indicated that he submitted a request to have the HRC review his complaint in
October of 1991. However, he has not received a response back from the HRC or from the police
department about his appeal. Mr. Ness wanted to know when he would have an opportunity to discuss
his appeal with the HRC. Linda Beardsley (police subcommittee chair) was not present to discuss the
matter with Mr. Ness. Gary Wells will contact Linda within the next 24 hours and Gary will get back to
Mr. Ness as soon as possible.
Gary asked for comments about the two police citizen forums. Several members of the HRC were
surprised about the low attendance at the forums. Some facilitators have expressed frustrations with
personal police complaints that are brought up during the group sessions. The group made the following
suggestion: The facilitator should announce before each session that any person with a personal police
complaint, should validate the complaint in writing. Any written complaint(s) will then be attached to
the final report. Also, the facilitators will need to provide an opportunity for everyone to respond to the
questions. For example, the facilitators could approach those individuals who did not have chance to
express their ideas after each session.
C. Equal Employment OPPoItUnity/AHirmative Action (EEO/AA)
The EEO subcommittee met with the city personnel staff to discuss the EEO/AA report structure. Rudy
provided the HRC with several examples of EEO/AA reports that the city personnel staff will take under
consideration. With the City's new HRS system, it seems likely that the reports can be developed. Becky
will work the City programmers to see if the reports can be written. Also, Becky provided Linda with the
data that is needed to run the underutilization program. Linda will provide the HRC with the data at
the February meeting. The next step for the EEO/AA group will be to develop a recommendation on a
diversity plan for the City based on the underutilization data.
D. Human Relations Award (HRA)
The HRA subcommittee has received only one reply (from CAB) to their November 21, 1991 letter on the
HRA Breakfast The deadline to R.S.V.P. was December 31, 1991. Therefore, due to the lack of response
from the other organizations, the HRA will have to move forward in planning the event.

E. Community Action Board (CAB)
No report at this time.
M. Other Business
CED will contact Lt. Kelly about the response from the International Programs Department from CSU about
his proposal. It seems that the students would like to be paid for their services.
IV. New Business
Motion was made to keep the subcommittee reports down to 15 minutes per report because the HRC
meetings are running longer than scheduled. If the subcommittees need more time, they should seek
approval at the beginning of the meeting. The motion was passed by all members present. The maiority
