H.R. Phillips reported on Council budget meeting - very short - included parkland and trails. Discussion on cemetaries concerning perpetual care, debt service, and subsidies. Problems with increased park maintenance. Particular problems with maintenance of medians and frontages designed by developer and turned over to Parks and Recreation for maintenance - Parks and Recreation lost 5 positions. Board discussed budget constraints and relation to user and parkland fees. Budget hearing Tuesday, October 2, no member present can attend for sure. Chairman will attempt to have 2 Board representatives there, Mayhugh, Salano, Reid are possibilities. Report on trails program - Randy Balok --- Total program appears to be about $560,000 short for completion. Three condemnations outstanding to complete right-of-way from Taft Hill to Mulberry. Design must be finished as of June, 1980 since engineer position will be lost. Basham moved that council consider what would happen if a private citizen allowed sidewalks to remain in the condition of sidewalks on city property (Mountain and Remington). Carried.
