HomeMy WebLinkAboutCitizen Review Board - Minutes - 08/16/200011 • Citizen Review Board Regular Meeting Wednesday, August 16, 2000 City of Fort Collins Police Services Training Facility 2554 Midpoint Drive Present: Brian Carroll, Monica Garcia, Maria Martinez, Carole Stanfield, and Becky Richardson. Absent: Rick Aulino, Donald Colby Staff: Lt. Karen Carlson, Greg Tempel, Wendy Hartzell Public: Elliott Gould Cali to order. The meeting was called to order at 6:30 p.m. The July minutes were reviewed and discussed. Carole Stanfield asked that her voice mail coverage scheduled for December be switched to another month. Board decided that members will cover this month informally. Brian Carroll made a motion to approve the minutes as written. Carole Stanfield seconded the motion. No discussion and the motion carried 5-0. Review of Absences: It was discussed that Rids Aulino had provided written notice of his absence. Although Beck Richardson did provide Donald Colby with information regarding new absence polices both verbally and electronically, Donald Colby phoned in his absence but did not provide written notice for this meeting. Absences for the year were totaled as follows: January - Donald Colby February - Donald Colby, Becky Richardson March - Monica Garcia April - Donald Colby May - Rick Aulino, Donald Colby, Carole Stansfield June - Monica Garda, Becky Richardson July - Donald Colby, Carole Stansfield Becky Richardson will consult with the Council Liaison regarding absences. It was discussed that email notices are acceptable. Notice that is dated and timed would be acceptable. Notice must be in writing and received prior to the meeting. • Public Input: Elioitt Gould commented on police directives and when they were last reviewed, which he believes was in 1995. He requested that these directives be reviewed, especially the "Ready, Aim, Fire" Directive. Greg Tempel clarified with Mr. Gould that the Board does not have power to change any policy and that it can only make recommendations based on a complaint or in response to a request from the Police Chief for an opinion. The Board recommended that Mr. Gould contact the Police Chief with his request. Discussion of Cases Reviewed: Cases #99-50 and #00-14 - Postponed until September meeting. New Business: A new case (#00-25) for review will be ready for distribution at the next meeting. Subcommittee names were drawn as follows: 1. Donald Colby 2. Brian Carroll 3. Maria Martinez 4. Carole Stansfield 5. Monica Garcia 6. Becky Richardson 7. Rick Aulino Old Business: Greg Tempel reminded the Board that a motion was made and passed at a previous meeting to limit public input to 10 minutes each. This will be added to every agenda and notice in the future. Training: Board adjourned to a training session on defensive tactics at approximately 7:30p.m. The meeting adjourned at 9:15 p.m. Wednesday, September 20 at 6:30 p.m in the Human Resources Conference Room. 2
