Mountain Ave. 5:30 - 7:00 p.m. Council Liaison: Ann Azari Chairperson: Bob Lank Phone: 493-5809 A regular meeting of the Human Relations Commission was held on June 11, 1998 in the Human Resources Conference Room, 200 W. Mountain Ave. HRC Members present: Viviane Abt, Judy Berg, Leslie Frantz, Lori Lenard, Bob Lank, and Man Oberoi. HRC Members absent: Brian Carroll and Joe Jaramillo Guests present: Lu Fisk, Commission on the Status of Women, Kody Braisted, Multicultural Commission, Katherine White, Brian Linehan, Annie Wallace, J.R. Kitchens, Adrian Wray, Jason S. Russell, and Jason Fuchs. Staff Members present: Gabe Serenyi, HRC Staff Liaison Greg Tempel, Assistant City Attorney Lt. Brad Hurst, Fort Collins Police Services I. Meeting was called to order by Bob Lank, Chair, at 5:35 p.m. II. Bob Lank asked for a motion to approve the minutes of the May 14, 1998 meeting. Man Oberoi made the motion to approve, and was seconded by Lori Lenard. The minutes were approved by the HRC with no changes. III. Subcommittee Reports Committee on Executive D .I .gation. Did not meet. Human Resource Grants Committee. Lori Lenard reported that some decisions will be made during the summer as to how the Grants Committee will become integrated into the United Way organizational structure. The agencies previously supported by Grants Committee funds will be allocated fifty percent of their 1998 grants to carry them through the middle of 1999. By that point the United Way should have integrated the Grants Committee activities into its own allocation process. Bob Lank indicated that it would be helpful to have some more information about the transition process before the September meeting so that HRC members thinking about participating in the United Way grants allocation process (assuming that that will be an option) would have some information to base a decision on. Gabe Serenyi indicated he would contact Shari Olson and invite her to attend the August HRC meeting. Shari is currently representing Larimer County as part of the transition team with Human Relations Commission June 11, 1998 Page 2 the United Way. Police Subrommittea. Did not meet during the past month. Lt. Brad Hurst reported on a recent incident involving a police officer and a minority resident. The case may eventually come to the police subcommittee for review. Lt. Hurst also reported that the Police Review Board ordinance will be discussed at the July 23rd Council Health and Safety Committee meeting. Bob Lenk asked Assistant City Attorney Greg Tempel to send the most recent draft of the ordinance to HRC members. Diversity. Leslie Frantz reported on the continued activities of the subcommittee in support of the Universal Declaration of Human Rights. She reported that various local groups had agreed to sponsor activities during just about each month prior to the December celebration. June had been designated Gay/Lesbian/Transsexual awareness month; July has been designated Peace and Freedom month. The Library had agreed to make available display cases during November and December for use by the celebration organizers. The organizing committee had invited Tom and Jean Sutherland to be the keynote speakers at the December celebration event to be held at the Lincoln Center. Leslie asked HRC members how they would feel about providing financial support for the December celebration event. Gabe Serenyi indicated that any such allocation would require a vote by HRC members because that event was not a regular HRC activity. Bob Lank asked for a motion to approve the use of HRC funds for expenses related to the December 10th celebration event. Judy Berg made the motion to expend up to $350 of HRC funds to help underwrite the event. Leslie Frantz seconded the motion. The vote was 6 - 0 in favor of the motion. Human Relations Awards Subrnmm6ttpe. Leslie Frantz reported that the Awards Breakfast was a great success. She indicated, however, that she was very disappointed by the Coloradoan coverage of the event. She had talked about an hour with the reporter (who was unable to attend the event), giving a lot of details about the winners, and the event in general. The story that actually appeared was very brief. The reporter told Leslie afterwards that space in the newspaper that day was very limited because it was the day all CSU graduates were listed. Lori Lenard reported that the guest speaker, Glenn Levy, was really excellent. He spoke about the importance of volunteerism as well as the wonderful volunteer efforts of Fort Collins residents during the flood of 1997. IV. Old Business None V. New Business Bob Lank reported that the Multicultural Commission is assigning a liaison to the HRC. Bob also asked HRC members if anyone would be interested in being the HRC liaison to the Multicultural Commission. Kody Braisted indicated that he was one of four members of the Multicultural Commission who would try to attend HRC meetings on a regular basis. Human Relations Commission June 11, 1998 Page 3 Judy Berg asked if the HRC had an action plan if the Human Rights Ordinance were to be defeated at the polls in November. Bob Lenk asked that the issue be placed on the July HRC agenda for discussion. VI. Announcements Bob Lank announced that there were two diversity related picnics scheduled later in June. The Bahai community was planning a picnic at noon on Sunday, June 14th at City Park. The Lambda Center was planning a picnic on the same day at Rolland Moore Park at 11 a.m. The meeting adjourned at 6:40 p.m.
