Laporte Avenue November 14, 2001, 5:30-7t00 p.m. Council Liaison: Marty Tharp j Staff Liaison: Angelina Powell Phone: ZZ1,4525 Chairperson: Bob Lenk Phone: 493-5809 A regular meeting of the Human Relations Commission was held on November 14.2001 in the CIC 300 W. Laporte Avenue. Room, HRC Members present Rita Klepac, Ingrid Kolstoe, Bob Lenk, Man Oberoi, Parker Preble, Shion Hung HRC Members absent Mary Gomez & Richard Miller Staff Members present: Angelina Powell, HRC Staff Liaison I. Call to Order. The meeting was called to order by Chairperson Bob Lenk at 5:37 p.m. II. Approval of Minutes. Chair Bob Lenk asked for a motion to approve the minutes of the regular meeting held on October 11, 2001. Man Oberoi moved the minutes be approved. Parker Preble seconded. The commission voted unanimously to approve the minutes as written. I1I. Appeal Hearing Procedures. City Code requires that the full commission conduct an appeal hearing within 30 days of receiving a complainant's request for appeal. There has been occasion when notice of an appeal had not been received by the commission within a reasonable time. That occurrence created a hardship in scheduling a hearing within the 30 days required by Code. The commission believed the solution to the scheduling problem is to establish a longer period to set a hearing date. After the October 11th meeting, the Commission recommended 48 days , City staff requested the commission consider setting the period at 50 days. After the commission's reconsideration, Parker Preble moved that 50 versus 48 days be recommended as the number of days allowed to schedule a hearing. Ingrid Kolstoe seconded the motion. The motion was unanimously approved with Bob Lenk, Shion Hung, Ingrid Kolstoe, Parker Preble, Man Oberoi, Rita Klepac in attendance. IV. Subcommittee Reports. Police Subcommitee. Rich Miller, Rita Klepac, and Parker Preble attended the Citizen Review Board on October 18 with honored guests Mayor Martinez, Council member Chuck Wanner, City Manager John Fischbach and Police Chief Dennis Harrison in attendance. The Police Subcommittee met immediately after the CRB. In their work plan, they'd like to define tasks related to helping citizens from an education/facilitation point of view through the Police Internal Affairs complaint process.. • The subcommittee asked Angelina to investigate the possibility of securing a city phone that would be published in the Coloradoan. A HRC Police Subcommittee person would monitor the calls and help facilitate the complaint process. Human Relations Comrsion Page 2 • Human Relations Award Subcommittee. Chair Shion Hung would like to begin the process of planning for the 2002 Human Relations Awards. He asks that those members who are interested in participating plan to attend an organizing meeting (date to be determined.) V. New Business. Coloradoan Oo/Ed Letter. Parker Preble proposed the Commission send a letter to the Coloradoan relative to promoting the acceptance and respect for diversity and discouraging all forms of discrimination. The commission worked on the draft prepared by Parker. Ingrid Kolstoe made a motion to approve that draft, that Chair Bob Lenk sign it on behalf of the Commission, and that he submit it to the Coloradoan.. Rita Klepac seconded the motion. The motion was approved unanimously. 2002 Work Plan. The 2002 Work Plan is due to the Clerk's office by the end of November, With Staff Liaison Angelina Powell leaving for surgery effective 11/19, Chair Bob Lenk has agreed to work with the chairs of the HRC subcommittees and to coordinate submittal the City Clerk's office by the date due. VII. Adjournment. Shion Hung made a motion to adjourn. Ingrid Kolstoe seconded. The meeting was adjourned at 7:00 p.m.
