Citizen Review Board Minutes
Subcommittee for Case IA#00-31
Wednesday, February 7, 2000 5:30 p.m.
Human Resources Conference Room, 200 W. Mountain Ave.
Present: Monica Garcia (Chair), Rick Aulino, Becky Richardson
Absent: Jay Molock (Alternate)
Others: Lt. Karen Carlson (Police Services), Greg Tempel (Asst. City Attorney)
Agenda:
• Call To Order
• Listen to public input
• Go into executive session to discuss the case
• Come out of executive session and vote (if needed)
Call To Order
The meeting was called to order at 6:05 p.m. Becky made a motion that since Jay Molock
has not shown up and it is 35 minutes after the start of the meeting, Jay is excused from
the subcommittee for case IA00-31 as unavailable. Rick seconded the motion. There was
no discussion and the motion passed 3-0.
Listen to public input:
There were no members of the public present at the meeting. Rick explained that he tried to
contact the complainants by telephone to inform them that their case was being reviewed and
the time/location of the meeting. Unfortunately, the phone numbers for both complainants
were disconnected.
Go into executive session:
Rick made a motion to enter executive session. Becky seconded. There was no
discussion and the motion passed 3-0. The subcommittee entered executive session at 6:10
p.m. The subcommittee requested that Karen join them in executive session to answer some
questions. Karen entered the executive session at 6:26 p.m. and left the executive session at
6:30 p.m.
Come out of executive session and vote:

The subcommittee left executive session at 6:32 p.m Rick made a motion that the
investigation of case IA00-31 by sent back to the Fort Collins Police Department as
incomplete. The subcommittee would like for all of the interview summaries for the
complainants and witnesses to be approved by the interviewees. The subcommittee also
feels that the charge of racism by one of the complainants needs to be followed up on.
Becky seconded the motion. There was no discussion and the motion passed 3-0. The
meeting was adjourned at 6:36 p.m.
