HomeMy WebLinkAboutCitizen Review Board - Minutes - 07/19/2000Citizen Review Board Regular Meeting Wednesday, July 19, 2000 City of Fort Collins Human Resources Conference Room Present: Rick Aulino, Brian Carroll, Monica Garcia, Maria Martinez and Becky Richardson. Staff: Karen Carlson, Wendy Hartzell, and Greg Tempel. Absent: Donald Colby and Carole Stansfield. Call to order: The meeting was called to order at 6:35 p.m. The June 21 meeting minutes were reviewed. Rick Aulino made a motion to accept the June minutes as written. Brian Carroll seconded the motion. No discussion and the motion carried 6-0. Voice Mail Availability: The message for the voice mailbox has been recorded in English and Spanish and is now up and functioning. A calendar for coverage was established as follows: July and August - September - October - November - December - January - February - Becky Richardson Maria Martinez Monica Garcia Rick Aulino Carole Stansfield Brian Carroll Donald Colby Rick Aulino stated that he will now send out the press release announcing the number. CRIB Social: The group decided to schedule Sunday, August 13, at 3:00 p.m. for the CRB Potluck Social. The event will be at Rick Aulino's house and he will send out an email message with directions and confirming what everybody should bring for the potluck. Budget Update: Tabled for next meeting to receive a report from Donald Colby. Training: Lt. Carlson will arrange for either Defensive Tactics or FATS training for the August meeting. The Board will have a short business meeting before the training. Lt. Carlson will notify the Board if for some reason there is a scheduling or equipment problem. The location of the training is 2554 Midpoint Drive and the training should be 1112 to 2 hours. New Business: Maria Martinez also mentioned that she is looking into conflict management training and will report when she has information. Rick Aulino made a motion that the names of members making dissenting votes when a decision is not unanimous be recorded In the minutes, except when electing officers. Maria Martinez seconded the motion. There was some discussion regarding public and silent voting. Greg Tempel encouraged public votes on all issues other than the election of officers. The motion was called for a vote and passed 5-0. Greg Tempel distributed a handout regarding the basics of parliamentary procedure. Mr. Tempel also distributed a revision to the Boards and Commissions attendance policy adopted by City Council and effective June 6, 2000. It states that the absence of 3 consecutive meetings without prior written notification is grounds for automatic removal from the Board. Absence of 4 meetings within a year without prior written notification is also grounds for automatic removal from the Board. it was emphasized that written notice must be provided to the chair or the staff liaison pAor to the meeting. Mr. Tempel also clarified that even with proper prior written notification of absences, if attendance is a problem, City Council has the discretion to remove any Board member at any time. it is the responsibility of the Board to track absences and notify the City Clerk's Office to begin the replacement process. The Board distributed a sign-up sheet for anticipated absences, which were recorded as follows: .- . September, 2000 — Rick Aulino, Monica Garcia October, 2000 — Rick Aulino, Brian Carroll March, 2001 — Brian Carroll Brian Carroll discussed subcommittee deliberations and the need to report back to the large group regarding process and outcomes. It 2 11� was agreed that the Board Will include this as an agenda item at regular Board meetings (Discussion of Reviewed Cases). The chair of each subcommittee will give a summary, excluding specific names, to the Board as a way to propagate good practices and techniques developed by each subcommittee. The Board will include this in its September agenda, as the August meeting will be a training session. U. Carlson reported that Mobile Field and Force Training is scheduled for August 9 and August 23. She will send out an email message with more details. No pending cases were ready to be reviewed. Adjournment: Rick Aulino made a motion to adjourn the meeting. Monica Garica seconded the motion. There was no discussion and the motion carried 5-0. The meeting adjourned at 7:20 p.m. Next Meeting: Wednesday, August 16 at 6:30 p.m. The meeting will be held at the Police training facility located at 2554 Midpoint and will include either Defensive Tactics or FATS training. 3
